A lot of motivated stakeholder in the region But: Especially small Initiatives lack competences and/or money to develop their project ideas And: Regulatory framework is getting more and more complex, 1. 7 Subsidy programme Requirements / assessment criteria Fullfill formal crietria Partners in the project team (municipality + citizens or energy cooperatives) scale of project Public participation / involvement of stakeholders In the field of biomass: Sustainable production and conversion (e.g. CHP) In the field of energy conservation / refurbishment: Involvement of local energy consultants Transferability to other municipalities / project teams, 1. 8 Subsidy programme 2 stage process 1. Stage: Quick-Check Plausibility check by an expert from the network Subsidy : 50% of cost (max. 600 ) 2. Stage: Start-up support Requirement: positive Quick-Check Partial financing of concept and planning phase (e.g. for technical / economical feasibility studies, legal counselling, projectmenagement / coaching, field trips, ect., ) Subsidy: 50% of cost (max ) Intentionally: no subsidies for investment cost! 11 Funded projects Lenzkirch / Saig Project idea: District heating based an local wood chips (ca. 1,8 Mio MWh/a, network 1,5 2,0 km, ca. 2 Mio invest) Project team: Mayor, citizen energy collaborative, local church Quick check was positive Further subsidies for: detailed information and discussion with building owners Collecting data Economic analysis Realization planned in 2015 / 2016, 1.
