International Financial Reporting Standards (IFRS) IFRS werden entwickelt durch das International Accounting Standards Board (IASB), ein privates, in London ansässiges Standardsetzungs-Gremium. Bestandteile der IFRS sind nach IAS 1.11: Standards: International Accounting Standards (IAS): 1-41 (gegenwärtig 30 gültig) International Financial Reporting Standards (IFRS): 1-8 Interpretationen: Standing Interpretations Committee (SIC) Interpretations International Financial Reporting Standards Interpretations Committee (IFRIC) Interpretations Ein Abschluss nach IFRS muss sämtlichen geltenden Standards und Interpretationen gehorchen (IAS 1.14). Wichtige Quelle von, indes nicht Teil der IFRS ist das sogenannte Rahmenwerk, das Framework for the Preparation and Presentation of Financial Statements : Das Rahmenwerk ist als Verfassung der IFRS anzusehen und gibt insbesondere Aufschluss über die Ziele der IFRS, die qualitativen Kriterien entscheidungsnützlicher Rechnungslegung sowie grundlegende Prinzipien der Vermögens- und Erfolgsermittlung, von Ansatz und Bewertung. Das Rahmenwerk hat grundsätzlich keinen Einfluss auf die Bilanzierung nach IFRS. Es stellt vielmehr die Leitlinie für das IASB bei der Entwicklung und Überarbeitung von Standards dar. Leitbild der kapitalmarktorientierten Rechnungslegung nach IFRS: Informationeller Individual- und Funktionenschutz Schutzziele der kapitalmarktorientierten Rechnungslegung Anlegerschutz (Individualschutz) Insbesondere Investoren, denen aufgrund ihrer Stellung als Aktionär oder Gläubiger keine alternativen Möglichkeiten der Beschaffung von Unternehmensinformationen zur Verfügung gestellt werden, sollen durch das financial reporting in die Lage versetzt werden, rationale Anlageentscheidungen zu treffen. Effiziente Kapitalmarktallokation (Funktionenschutz) Unternehmenspublizität soll Transparenz schaffen und gewährleisten, dass das knappe Kapital seiner besten Verwendung zugeführt wird. Dem ist die Versorgung aller Kapitalgeber mit gleichen Informationen dienlich, um Ineffizienzen aus Informationsasymmetrien (adverseselection-effekte) abzumildern. Decision usefulness als Leitbild der IFRS- Rechnungslegung The objective of financial statements is to provide information about the financial position, performance and changes in financial position of an entity that is useful to a wide range of users in making economic decisions. (par. 12) The economic decisions that are taken by users of financial statements require an evaluation of the ability of an entity to generate cash and cash equivalents and of the timing and certainty of their generation ( ) Users are better able to evaluate this capability to generate cash and cash equivalents if they are provided with information that focuses on the financial position, performance and changes in financial position of an entity. Implikationen des decision-usefulness-postulats für die Zielsetzung der kapitalmarktorientierten Rechnungslegung Ziel des financial reporting ist es, (nicht-professionellen) Kapitalmarktinvestoren Informationen zur Fundierung von Anlageentscheidungen an die Hand zu geben. Spezifische Form der Informationsfunktion als singuläre Zwecksetzung Konkret sollen Informationen kommuniziert werden, welche die Einschätzung von Höhe, zeitlichem Anfall und Unsicherheit der künftig aus einer Anlage erwarteten Zahlungsüberschüsse besser schätzen helfen. Investitionstheoretische Perspektive Diese Informationen sind zu geben durch Berichterstattung über die Vermögens-, Finanz- und vor allem die Ertragslage ( performance ). Qualitative Anforderungen an entscheidungsnützliche Rechnungslegung: Entscheidungserheblichkeit (relevance) versus Verlässlichkeit (reliability) Qualitative characteristics of financial statements Verständlichkeit (Understandability) Entscheidungserheblichkeit (Relevance) Verlässlichkeit (Reliability) Vergleichbarkeit (Comparability) Eine Information ist umso relevanter, je mehr sie sich mit der Zielgröße der Rechnungslegungsadressaten deckt, Eine Information ist umso verlässlicher, je weniger sie durch zufalls- und ermessensbedingte Einflüsse verzerrt wird.
