WSB 5/7/1 Date: 5 March 2012 Submitted by: Germany In the scope of amendments to the Lower Saxon legislation on environmental protection, the Lower Saxon Wadden Sea National Park was expanded in 2010 by the nature reserves Küstenmeer vor den Ostfriesischen Inseln (Territorial Waters off the East Frisian Islands) and Roter Sand (Red Sand) which are adjacent to the North (Appendix 1 and WSB 3/4/1). Inclusion of the Expansion Area into the Scenery of the Trilateral Wadden Sea Cooperation The trilateral cooperation in the Wadden Sea between Denmark, the Netherlands and Germany refers to the Cooperation Area. The Conservation Area, consisting of designated national protected areas, is part of the Cooperation Area. In the scope of the successive implementation of EU nature conservation guidelines (Habitats Directive and Birds Directive), the boundaries of the designated national conservation areas already moved further seaward and into the estuaries in the past decade. During the 2001 Governmental Conference, held in Esbjerg, the boundaries of the Cooperation Area and of the Conservation Area were last adjusted to the expansions of the national protection areas. It is intended to fully include the 2010 expansion area of the Lower Saxon Wadden Sea National Park into the scenery of the trilateral Wadden Sea Cooperation Area and to have parts of the expansion area registered as trilateral Conservation Area. Thus, the National Park would be fully integrated into the trilateral Cooperation Area. The arrangements of the Wadden Sea Plan and the regulations of the national park act apply without restrictions to the entire Conservation Area (Appendix 2 and 3). Proposal The WSB is requested to agree to this expansion. 2. Modification of the boundaries of the UNESCO Wadden Sea World Heritage property Following the expansion of the Lower Saxon Wadden Sea National Park by the seaward Conservation Areas, Lower Saxony intends to request for a seaward expansion of the UNESCO world heritage property in Lower Saxony, too. By this expansion, the outer boundaries of the UNESCO World Heritage property and the boundaries of the trilateral Conservation Area in Lower Saxony would be identical (Appendix 4). Proposal The WSB is requested to agree to this expansion and to request the CWSS to initiate the preparatory work needed for submitting the subsequent application of a minor boundary modification together with the Danish Extension as outlined in WSB 5/7/2 to UNESCO.
