Written mainly from the vantage point of the end of the Cold War, these studies have delivered an interesting range of divergent methodological approaches. Certainly, the recent popularity of cultural studies has enriched these inquiries. In fact, the shift from the political question of nationbuilding to the cultural investigation of identity formation has directed research towards long term historical developments and towards formative collective experiences. This research project is part of the new trend to broaden understanding of nationalism as a political and cultural force, and to study the complex interrelationship between citizenship and identity over generations. While historical research still favours the winners in the nation-building process as the subject of inquiry, this project concerns itself with the victims. How did refugees, displaced persons, immigrants, prisoners of war experience the intersection of national identity and citizenship during times of crisis when state authority was challenged and in flux, destroyed or replaced by foreign occupation, or a new nation state? Three different time frames provide the comparative framework for this project: the focus is directed towards the post-war eras in Germany/France and North America during the 1860s/early 1870s, and after the First and Second World War. Moreover,

20 20 special consideration will also be given to transnational institutions seeking to aid the victims of nationalism and war. In this respect, little attention has been paid to the role labour leaders and labour organizations played in alerting such international bodies, as the Red Cross, the League of Nations, and the United Nations to the human cost of economic crisis and dislocation, war and persecution. In 2004 I presented a conference paper on the issue of national identity and nation-state building from the viewpoint of labour leaders in Germany and the United States during the Interwar years. In both countries it was the First World War which provided the opportunity to labour leaders and their organisations to re-evaluate labour s role in society and to reshape the relationship with government. The crisis of the nation demanded national identification and loyalty. For the most part, American and German labour leaders responded accordingly. In fact, it was their new sense of national belonging, which shaped their vision of the future and postwar planning. In the 1920s, however, American Labour leaders soon experienced their ostracism unless they followed the business union model, whereas in Germany reformist socialists found themselves in the role of scapegoats for a lost war. Building on the interwar period I presented a paper in June 2009 at the University of Osnabrueck on the experience of American and German organized labour in the post World War Two era. It explored the issue whether it is possible to speak of an increasing Americanization of German trade unions. Certainly, it seems quite difficult for the American as well as the German trade unions to persuade private sector employees of the relevance of labour unions in a world of globalization and state welfare. German National Unification and the American Civil War: A Study in National Ideology and the Legitimacy of the Nation-State In the nineteenth century the nation-state asserted its primacy both in Europe and in North America. But in many ways the most crucial period for nationalism and national unification occurred between 1861 and It was in this decade that the Northern United States preserved the national unity of the American Republic by military force. No less important were the German wars for national unification which culminated in Prussia's founding of the German Kaiserreich in This project will examine how each country was affected by nationalist ideology and what arguments were utilized to legitimize, at home and abroad, the maintenance or creation of the single nation-state. The comparative analysis of the German wars for national unification in 1864, 1866 and 1870/71 with the American Civil War and its aftermath does not imply similarity of events or developments. Instead, the project deals with the interaction of nationalist and particularist forces which affected both countries during this period. My goal is to better define the different character of the emerging nationalism and the competing views of the nation-state which came to dominate domestic policies and international relations in the latter part of the nineteenth century.
