1 Seite 1 von 11 Leitfaden für die Erstellung von Projektskizzen im Rahmen der Fördermaßnahme des Bundesministeriums für Bildung und Forschung (BMBF) Förderung von Forschung in der Palliativversorgung Versorgungsforschung und klinische Studien (Modul 2) Dieser Leitfaden stellt die Anforderungen für die Erstellung einer beurteilungsfähigen Projektskizze dar. Er ergänzt die am im Bundesanzeiger veröffentlichte o. g. Förderrichtlinie ( und soll offene Fragen im Vorfeld der Einreichung klären. Projektskizzen, die den Vorgaben der zugrunde liegenden Förderrichtlinie und dieses Leitfadens nicht entsprechen, können ohne weitere Prüfung zurückgewiesen werden. Es wird dringend empfohlen, zur Beratung Kontakt mit dem DLR Projektträger aufzunehmen. Weitere Informationen und Erläuterungen sind dort erhältlich. Zunächst werden Projektskizzen (pre-proposals) durch unabhängige Expertinnen und Experten begutachtet. Schwerpunkt der Projektskizze ist eine kurze und prägnante Darstellung des Konzepts eines Verbundes und der Teilprojekte. 2. Wird die Projektskizze positiv begutachtet, werden die Antragstellenden aufgefordert, eine ausführliche Vorhabenbeschreibung (full proposal) zu erstellen. Diese wird in einem zweiten fachlichen Begutachtungsschritt wiederum durch unabhängige Expertinnen und

2 Seite 2 von 11 Experten geprüft. Die ausführlichen Vorhabenbeschreibungen stellen den gesamten Verbund und die einzelnen Teilprojekte detailliert dar. Formale Vorgaben für die Einreichung Die Unterlagen sind durch die Verbundkoordinatorin oder den Verbundkoordinator elektronisch über das Internet-Portal PT-Outline ( einzureichen. Vor der Erstbenutzung ist eine Registrierung notwendig. Die vollständigen Unterlagen für einen Forschungsverbund müssen folgende zwei Teile umfassen: a) die Projektskizze (pre-proposal) des Forschungsverbundes inkl. Anschreiben und Teilprojekte als ein PDF-Dokument; b) die Projektübersicht (Kontaktdaten, Finanzdaten, Kurzbeschreibung usw.), die über ein Internet-Formular in PT-Outline erstellt wird. Beachten Sie bei der Einreichung Ihrer Projektskizze folgende Hinweise: 1. Die Projektleiterin / der Projektleiter stellt zunächst die Projektskizze nach den Vorgaben des Leitfadens zusammen. WICHTIG: Die fertige Projektskizze muss ein Anschreiben enthalten, auf dem die Vertreterinnen und Vertreter aller Projektpartner (in der Regel die Projektleiterin bzw. der Projektleiter sowie die zuständige Biometrikerin bzw. der zuständige Biometriker) mittels rechtsverbindlicher Unterschrift die Kenntnisnahme sowie Richtigkeit der in der Skizze gemachten Angaben bestätigen. 2. Das Einreichen der Projektskizze erfolgt über das Internet-Portal PT-Outline durch die Projektleiterin / den Projektleiter. 3. Zunächst werden die erbetenen Angaben für die Projektübersicht in das Internetformular eingetragen. 4. Nachdem alle Daten in die vorgegebenen Felder eingetragen sind, kann unter dem Menüpunkt Projektskizze die Projektskizze inklusive Anschreiben als ein PDF- Dokument hochgeladen werden. HINWEIS: Haben Sie eine Projektskizze hochgeladen, wird diese bei einem erneuten Hochladen einer neuen Datei überschrieben. 5. Unter dem Menüpunkt Kontrolle und Abgabe können alle eingegeben Daten über die Vorschaufunktion ( Projektübersicht-Vorschau herunterladen ) überprüft werden. Zusätzlich wird die Projektübersicht auf Eingabefehler geprüft ( Projektübersicht auf Eingabefehler prüfen ).

3 Seite 3 von Danach werden die Projektübersicht und die Projektskizze unter dem Menüpunkt Projektskizze verbindlich eingereicht ( Jetzt verbindlich einreichen ). Diese elektronische Version ist die Grundlage der Begutachtung. Die Eingaben in das Internet-Formular (Projektübersicht) und die verbindliche Einreichung der Projektskizze müssen bis spätestens zum 31. März 2016, 15:00 Uhr (MEZ) elektronisch erfolgt sein. Die Vorlage eines Druckexemplars ist nicht erforderlich. Entscheidend für die Fristwahrung ist die auf elektronischem Wege über das Internet-Portal PT-Outline verbindlich eingereichte Projektskizze. Verspätet eingehende Projektskizzen können möglicherweise aus Verfahrensgründen nicht mehr berücksichtigt werden. Eine Vorlage per oder FAX ist nicht möglich. Aus der Vorlage der Projektskizze kann kein Rechtsanspruch auf Förderung abgeleitet werden. Allgemeine Hinweise Nachfolgende Hinweise sind bei der Planung und Einreichung der Projektskizze zu beachten. Wissenschaftliche Standards Die Antragstellenden sind verpflichtet, nationale und internationale Standards zur Qualitätssicherung der klinischen Forschung einzuhalten. Hierzu sind insbesondere die nachfolgenden Dokumente in der jeweils geltenden Fassung zu berücksichtigen (die Aufzählung ist nicht abschließend): Deklaration von Helsinki ICH-Leitlinie zur Guten Klinischen Praxis (ICH-GCP) EU-Richtlinie 2005/28/EG und EU-Verordnung Nr. 536/2014 CONSORT-, STARD- und PRISMA-Statements Zudem sind die Grundsätze und Verantwortlichkeiten bei der Durchführung klinischer Studien des BMBF verpflichtend zu beachten: Klinische_Studien.pdf. Die Registrierung von klinischen Studien und systematischen Reviews im nationalen oder in einem internationalen Studienregister ist vorzusehen und bei Beginn der Studie nachzuweisen. Es wird empfohlen, die Arbeitshilfen der TMF (Technologie- und Methodenplattform für die vernetzte medizinische Forschung e.v.) zu verwenden, z. B. zu Datenschutz oder Patienteneinwilligung.

4 Seite 4 von 11 Zugänglichkeit von Forschungsergebnissen Für eine Open Access Veröffentlichung der Vorhabenergebnisse können nur solche Zeitschriften ausgewählt werden, deren Beiträge unmittelbar mit Erscheinen über das Internet für Nutzer entgeltfrei zugänglich sind und die im jeweiligen Fach anerkannte, strenge Qualitätssicherungsverfahren anwenden. Unter Punkt 2.3 ist in den ausführlichen Projektskizzen der klinischen Studien zu beschreiben, wie, in welcher Verarbeitungsstufe und in welchem zeitlichen Rahmen die Forschungsergebnisse publiziert und zugänglich gemacht werden, um eine sinnvolle Nachnutzung durch Dritte zu ermöglichen (unter Wahrung der Rechte Dritter insbesondere Datenschutz, Urheberrecht). Entscheidungsverfahren und formale Vorgaben 1. Projektskizzen für klinische Studien Für Projektskizzen zu klinischen Studien gilt ein zweistufiges Verfahren. Zunächst sind Projektskizzen einzureichen, die von einem unabhängigen Gutachterkreis geprüft werden. Vorrangig werden in diesem Begutachtungsschritt die Relevanz für die Palliativversorgung und der patientenbezogene Nutzen der Studien sein. Einreichende, deren Skizzen durch den Begutachtungskreis positiv bewertet werden, werden zur Vorlage von ausführlichen Projektskizzen aufgefordert. Einreichen von Projektskizzen Im Sinne der Vergleichbarkeit aller eingereichten Skizzen sollten die Vorgaben des Leitfadens eingehalten werden (s. Abschnitt Clinical Trial Outline Application und Abschnitt Appendices ). Bitte verwenden Sie die Formatvorlage des DLR Projektträgers: ( Die Projektskizzen sind ausschließlich elektronisch als ein einzelnes pdf-dokument einzureichen unter Im Rahmen der elektronischen Einreichung wird ein pdf-dokument zur Authentifizierung der Einreichenden generiert.

5 Seite 5 von 11 Mustervorlagen für die Projektskizzen für klinische Studien Clinical Trial Outline Application To ensure comparability of all submitted outline applications please prepare your application in English not exceeding 7 pages (DIN A4, 11 point Arial and 9 point Arial for the synopsis, margins of at least 2 cm and spacing options: 1.5 lines). The number of pages includes cited literature. Additionally two appendices are to be submitted (one page each). Make an entry under every heading/subheading. A signature of the coordinating investigator and the biometrician is mandatory on the cover letter.

EVIDENCE Please comment on the background of the starting hypotheses of the trial. Please describe the evidence why a confirmatory trial is justifiable at this stage. Please illustrate your search for the evidence (databases, search terms, limits): Please indicate the electronic databases searched. MEDLINE, Cochrane Central, the Cochrane library, clinicaltrials.gov, Deutsches Register Klinischer Studien (DRKS) and International Clinical Trials Search Portal (ICTRP) are recommended as a minimum, but other databases may be relevant in special occasions. Include search terms, limits, date of search and time period covered. Provide a narrative summary: Which trials have been conducted either by you or by others? What is the relevance of their results? Refer to any relevant systematic review(s) 2 and / or pilot studies, feasibility studies, relevant previous / ongoing trials, case reports / series. State the additional value of your study results for the existing body of evidence. A full electronic search strategy for one database, including any limits used, has to be presented in appendix 2 (max. one page). Please note that insufficient clinical evidence precludes funding METHODS AND DESIGN Provide explanations on: 3.1 CONTROL(S) / COMPARATOR(S) Rationalize the choice of control(s) / comparison(s): Is placebo acceptable? Please consider following the TIDieR checklist and guide for describing the intervention ENDPOINTS Rationalize the endpoints chosen: Are the chosen endpoints relevant for the patients? Are there other trials that have utilized this endpoint? Are there any guidelines proposing this endpoint / these endpoints? Discuss the clinical relevance of the outcome measures for the target population. Have the measures been validated? 3.5 AVOIDING BIAS Is randomisation feasible? Which prognostic factors need to be regarded in the randomisation scheme and the analysis? What are the proposed practical arrangements for allocating participants to trial groups? Will trial-site effects be considered in randomization? Is blinding possible? If blinding is not possible please explain why and give details of alternative methods to avoid biased assessment of results (e.g. blinded assessment of outcome). 3.6 PROPOSED SAMPLE SIZE / POWER CALCULATIONS What is the proposed sample size and what is the justification for the assumptions underlying the power calculations? Include a comprehensible, checkable description of the power calculations and sample sizes detailing the outcome measures on which these have been based for both control and experimental groups; give event rates, means and medians, the software used for sample size calculation etc., as appropriate. Rationalize the size of difference that the trial is powered to detect, or in case of a non-inferiority or equivalence study, the size of difference that the trial is powered to exclude. It is important that the sample size calculations take into account anticipated rates of non-compliance and losses to follow up. 3.7 FEASIBILITY OF RECRUITMENT What is the evidence that the intended recruitment rate is achievable (e.g. pilot study)? Describe from what data you assessed the potential for recruiting the required number of suitable subjects. 4. STATISTICAL ANALYSIS What is the proposed strategy of statistical analysis? What is the strategy for analysing the primary outcome? If interim analyses are planned, please specify. 10 Seite 10 von ETHICAL CONSIDERATIONS Comment on ethical and legal considerations related to the study and discuss briefly whether they are adequate and justified (e. g. assessment of risks and benefits, care and protection for research participants, protection of research participants confidentiality, informed consent process). A final version of the study protocol and a statement by the ethics committee will be required by the funding organisation before the conduction of the study. 6.
