Development of Offshore Wind Energy in Germany in the First Half Year of 2014 Entwicklung der Offshore-Windenergie in Deutschland im 1. Halbjahr 2014 B. Neddermann; DEWI GmbH, Wilhelmshaven English - Deutsch Introduction In February 2014 the offshore wind farm (OWF) Riffgat with a total installed capacity of 108 MW finally could be connected to the grid and since then more than half a year after completion of installation has been producing electricity from wind energy in an environmentally friendly way. The total installed wind power capacity in the German North Sea and Baltic Sea with grid connection has risen to 628.3 MW in the first half year of 2014. The following article takes a closer look at the current offshore construction activities off the German coast and shows that from January 1 to June 30, 2014, much more has happened than one would think considering the modest increase in new offshore wind power capacity connected to grid. Nine German offshore wind farms are currently under construction, one of them in the Baltic Sea. During the first six months two OWFs could be completed, and for three projects construction work at sea has begun with the installation of the first foundations. Fig. 1 gives an overview on the construction progress of the offshore wind farms off the German coast in the period between January 1 and June 30, 2014. Einführung Im Februar 2014 konnte der Offshore-Windpark (OWP) Riffgat ans Netz angeschlossen werden und speist seitdem mehr als ein halbes Jahr nach seiner Fertigstellung endlich auch mit der Gesamtleistung von 108 MW um weltfreund lich erzeugten Strom aus Windenergie ins Netz. Damit ist die in der deutschen Nord- und Ostsee installierte Windenergieleistung auf See mit Netzanschluss im ersten Halbjahr 2014 auf insgesamt 628,3 MW angestiegen. Der folgende Beitrag richtet einen genaueren Blick auf die aktuellen Offshore-Bauaktivitäten vor der deutschen Küste und zeigt, dass sich vom 1.1.-30.6.2014 sehr viel mehr getan hat als der überschau bare Anstieg der neu ans Netz angeschlossenen Offshore-Windenergieleistung vermuten lässt. Insgesamt neun deutsche Offshore-Windparks sind derzeit im Bau, davon ein Projekt in der Ostsee. In der ersten Jahres hälfte konnten zwei OWP fertiggestellt werden und bei drei Vorhaben haben mit der Installation der ersten Fun damente die Bauarbeiten auf See begonnen. Halbjahr 2014 The first six months of 2014 have shown once more that the grid connection of the wind farms installed at sea and ready for operation remains the real bottleneck in the further development of offshore wind energy. The present offshore situation is a particularly drastic example: in only six months 126 wind turbines with a total capacity of 542.7 MW were installed at sea however, not one of these turbines so far has been able to feed electricity into the grid due to a lack of connection to shore! In the following the progress in the realization of the projects under construction will be examined more closely and it will also be demonstrated that meanwhile more than half of the wind energy capacity installed at sea is still without an operational grid connection. Meerwind Süd/Ost and Trianel Wind Farms are Completed The installation work for two further offshore wind farms in the German North Sea could be completed in spring 2014. The OWF Meerwind Süd/Ost (288 MW) and the first section of Trianel Windpark Borkum (200 MW) are still without grid connection because the converter stations DolWin alpha and HelWin alpha have been installed at sea, but are not yet ready for operation. Meerwind Süd/Ost At Meerwind Süd/Ost the last 24 wind turbines and the offshore substation were installed until the beginning of April. Thus the installation of 80 Siemens SWT 3.6-120 on monopile foundations could be completed within only 18 months, as scheduled. The project was realized by MW Wind GmbH, a joint venture of the private equity fonds Blackstone Energy Partners from the USA and Windland Energieerzeugungs GmbH from Berlin. According to Wind MW, Meerwind Süd/Ost is the largest project-financed Die Netzanbindung der betriebsbereiten Windenergieanla gen (WEA) auf See blieb auch im ersten Halbjahr 2014 der maßgebliche Engpass für die Ausbauentwicklung. Beson ders drastisch zeigt dies die aktuelle Situation: In nur sechs Monaten wurden 126 WEA mit einer Gesamtleistung von 542,7 MW auf See errichtet mangels Netzanschluss konnte bisher allerdings keine einzige dieser Anlagen Strom ins Netz einspeisen! Nachfolgend wird der Fortschritt bei der Realisierung der in Bau befindlichen Projekte näher betrachtet und auch aufge zeigt, dass mittlerweile für mehr als die Hälfte der auf See installierten Windenergieleistung eine betriebsbereite Netzanbindung fehlt. Meerwind Süd/Ost und Trianel Windpark sind fertiggestellt Die Errichtungsarbeiten für zwei weitere Offshore-Windparks in der deutschen Nordsee konnten im Frühjahr 2014 abgeschlossen werden. Die OWP Meerwind Süd/Ost (288 MW) und der erste Bauab schnitt des Trianel Windpark Borkum (200 MW) sind bisher ohne Netzanbindung, weil die Konverterstationen DolWin alpha und HelWin alpha zwar auf See installiert, aber noch nicht betriebsbereit sind. Meerwind Süd/Ost Bei Meerwind Süd/Ost wurden bis Anfang April die letzten 24 Windturbinen sowie die Offshore-Umspannstation errich tet. Damit konnte die Installation von 80 Siemens SWT 3.6-120 auf Monopile-Fundamenten wie geplant in nur 18 Monaten abgeschlossen werden. This wind farm also has been the first project supported by loans provided under the KfW Offshore Wind Energy Financing Programme. Trianel Windpark Borkum The first phase of the Trianel Windpark Borkum (formerly called Borkum West 2 ) with 40 out of 80 offshore wind turbines planned in total was completed at the beginning of June. This is the first offshore wind farm now operational, which was realized exclusively by municipal utilities and regional energy supply companies. The last 23 wind turbines were erected in 2014. The project has been delayed more and more because the scheduled date for the grid connection was postponed several times. The 40 Tripod foundations had already been installed in the period between September 2011 and April 2012. Despite adjustments made in the time schedule it was not possible to connect the 40 Areva Wind M5000-116 turbines to the grid via the converter station DolWin alpha during the first half of 2014. In a second phase of construction, another 40 wind turbines with a capacity totalling 200 MW are planned to be installed. Wind Turbines Erected in Three Other Projects in the North Sea During the first six months of 2014 the first wind turbines were erected in the offshore wind farms DanTysk, Global Tech I and Nordsee Ost. These projects, however, are also still without an operational grid connection. Berlin. Meerwind Süd/Ost ist nach Angaben von Wind MW der größte projektfinanzierte Offshore-Windpark in Deutschland und das erste deutsche Vorhaben, das komplett durch private Investoren finanziert wurde. Der Windpark wurde zudem als erstes Projekt mit Hilfe des KfW- Finanzierungsprogramms Offshore unterstützt. Trianel Windpark Borkum Der erste Bauabschnitt des Trianel Windparks Borkum (ehem. Borkum West 2 ) mit 40 von insge samt 80 geplan ten Offshore-WEA wurde Anfang Juni fertiggestellt. Damit ist der erste Offshore-Windpark betriebsbereit, der ausschließlich mit Beteiligung von Stadtwerken und re gionalen Energieversorgern realisiert wurde. In 2014 erfolgte die Errichtung der noch fehlenden 23 WEA. Die Reali sierung des Vorhabens hat sich zeitlich durch den mehrfach verschobenen Termin für den Netz anschluss immer weiter verzögert. Die 40 Tripod-Fundamente waren be reits im Zeitraum 09/2011-04/2012 installiert worden. Trotz des angepassten Zeitplans gelang es jedoch nicht, die 40 WEA des Typs Areva Wind M5000-116 noch im ersten Halbjahr 2014 über die Konverterstation DolWin alpha ans Netz anzuschließen. In einem zweiten Bauabschnitt sollen nochmals 40 WEA mit weiteren 200 MW errichtet werden. WEA-Installation auf See bei drei weiteren Projekten in der Nordsee Im ersten Halbjahr 2014 wurden die ersten Wind ener gie anla gen in den Offshore-Windparks DanTysk, Global Tech I und Nordsee Ost auf See errichtet. Auch bei diesen Vorhaben fehlt bisher jedoch noch eine betriebsbereite Netzanbindung. 48 DEWI MAGAZIN NO. 45, AUGUST 2014
DanTysk At mid-year Vattenfall announced that from mid-april to the end of June already more than half of the 80 wind turbines which the company is planning to install together with the Stadtwerke München (Munich municipal utilities) could be erected at sea. The 80 turbines used in the project are Siemens SWT-3.6-120 with a total capacity of 288 MW. The monopile foundations and the offshore substation has already been installed in 2013. Considering the present construction time of only 19 hours per wind turbine, Vattenfall expects that the construction work for Dan Tysk, including the wind farm internal cabling will be completed by autumn 2014. Global Tech I In the OWF Global Tech I installation work for erecting the wind turbines is also in full swing. 37 turbines were fully installed between January 1 and June 30, 2014, and at another 32 turbine sites tower and nacelle have been installed, the rotor blades, however, are still missing. In total, 80 Areva Wind M5000-116 with a capacity totalling 400 MW will be erected. During the first six months of 2014 another two foundations were erected, and now only two more tripods are still missing. The offshore substation for Global Tech I has already been installed. Nordsee Ost In the offshore wind farm Nordsee Ost the last seven of in total 48 jacket foundations are installed during the first six months of 2014. Moreover the first two Senvion 6.2M126 wind turbines could be erected in this project off the German coast. At another eight turbine sites tower and nacelle have been installed, only the rotor blades are still missing. The internal wind farm cabling was completed in June 2014. Installation of Foundations in Four Other Projects in the North and Baltic Seas In the three offshore wind farms in the North Sea OWFs Borkum Riffgrund 1, Amrumbank West and Butendiek installation work for erecting the monopile foundations has begun in the first half of 2014. In the Baltic Sea, in the OWF EnBW Baltic 2 already all of the piles were installed which are necessary for the subsequent erection of the 41 jacket foundations. Fig. 1 shows how many foundations were completed during the first six months of the year. In all of these projects the wind turbine type used for all of the 80 sites is Siemens SWT-3.6-120 with a total capacity of 288 M, except for the OWF Borkum Riffgrund 1, where 78 Siemens wind turbines with 4 MW each (totalling 312 MW) are scheduled to be erected. Furthermore, im May 2014 the substation for the OWF Butendiek could be installed at sea. The substations for the OWFs Nordsee Ost and EnBW Baltic 2 are to be installed during the summer, so that by then all of the offshore wind farms currently under construction will be provided with an offshore substation. DanTysk Pünktlich zur Jahresmitte verkündete Vattenfall, dass von Mitte April bis Ende Juni bereits die Hälfte der 80 WEA auf See installiert werden konnten, die das Unternehmen gemeinsam mit den Stadt werken München errichtet. Bei dem Vorhaben kommen 80 Siemens SWT-3.6-120 mit einer Gesamt leistung von 288 MW zum Einsatz. Die Monopile- Fundamente und das Offshore-Umspannwerk sind bereits 2013 errichtet worden. Angesichts einer bisherigen Aufbauzeit von lediglich rund 19 Stunden pro WEA geht Vattenfall davon aus, dass die Baurealisierung von Dan Tysk, inkl. der laufenden Arbeiten zur parkinternen Verkabelung, bis zum Herbst 2014 abgeschlossen werden können. Global Tech I Auch beim OWP Global Tech I laufen die Arbeiten zum Aufbau der WEA auf Hochtouren. 37 Anla gen wurden zwischen 1.1. und 30.06.2014 vollständig errichtet, an weiteren 32 WEA-Standorten sind bereits Turm und Gondel installiert, allerdings fehlen noch die Rotorblätter. Insgesamt werden 80 Areva Wind M5000-116 mit einer Gesamtleistung von 400 MW errichtet. Im ersten Halbjahr 2014 erfolgte auch die Installa tion von zwei weiteren Fundamenten, so dass nun nur noch zwei Tripods errichtet werden müssen. Das Offshore-Umspannwerk für Global Tech I wurde bereits installiert. Nordsee Ost Im Offshore-Windpark Nordsee Ost wurden im ersten Halbjahr 2014 die sieben letzten von insgesamt 48 Jacket- Fundamenten installiert. Darüber hinaus konnten bei dem Projekt auch die beiden ersten Offshore-WEA des Typs Senvion 6.2M126 vor der deutschen Küste errichtet werden. An acht weiteren WEA-Standorten sind Turm und Gondel bereits montiert, zur Jahresmitte fehlten jedoch noch die Rotorblätter der Anlagen. Die Innerparkverkabelung wurde im Juni 2014 fertiggestellt. Installation der Fundamente bei vier weiteren Projekten in der Nord- und Ostsee Bei den drei Offshore-Windparks in der Nordsee OWP Borkum Riffgrund 1, Amrumbank West und Bu tendiek haben im ersten Halbjahr 2014 die Arbeiten zur Installation der Monopile-Fundamente begonnen. In der Ostsee wurden beim OWP EnBW Baltic 2 bereits sämtliche Pfähle installiert, die für die nachfolgende Errichtung der 41 Jacket-Fundamente erforderlich sind. In Abb. 1 ist dargestellt, wie viele Fundamente in der ersten Jahreshälfte bei den Vorhaben fertiggestellt wurden. Bei allen Projekten sollen jeweils 80 Siemens SWT-3.6-120 mit 288 MW Ge samtleistung zum Einsatz kommen. Eine Ausnahme bildet der OWP Borkum Riffgrund 1, bei dem nun die Errichtung von 78 Siemens-WEA mit je 4 MW (312 MW Gesamtleistung) geplant ist. Ergänzend ist anzumerken, dass im Mai 2014 das Umspannwerk beim OWP Butendiek auf See installiert werden konnte. Bei den OWP Nordsee Ost und EnBW Baltic 2 soll das Umspannwerk im Sommer auf See errichtet werden, so dass dann alle derzeit in Bau befindlichen Offshore- Windparks über ein Offshore-Umspannwerk verfügen. Grid Connection Still a Bottleneck Fig. 2 shows the wind energy capacity installed and the capacity connected to the grid by June 30, 2014 in the German North and Baltic Seas. The diagram demonstrates that meanwhile 199 wind turbines with a total capacity of 829.3 MW, which is 57% (!) of the offshore wind capacity installed is waiting for a grid connection. The test operation of the converter stations DolWin alpha scheduled for the first quarter of 2014 has been postponed once more. It is hoped that DolWin alpha as well as the second converter station HelWin alpha will now start operation during the second half of the year, and the OWFs Trianel Windpark Borkum and Meerwind Süd/Ost will finally be able to feed electricity into the public supply grid. The already completed wind turbines in the OWFs Borkum Riffgrund 1 and Nordsee Ost also could produce electricity then. In April, with BorWin beta (grid connection BorWin 2 for the OWF Global Tech I ), the third offshore converter station was installed in the German North Sea, followed in July by HelWin beta (grid connection HelWin 2 for the OWF Amrumbank West ) installed directly next to Hel- Win alpha. Already in June the transmission grid operator responsible for the German North Sea, TenneT, announced that the converter station DolWin beta was on its way from Dubai to its destination in the German North Sea. In April 2014 transmission system operator TenneT has awarded the construction of the BorWin 3 offshore grid link in the German North Sea to Siemens, in a consortium with Petrofac, and part of the work to Prysmian. Finally it should be mentioned that BorWin1 (grid connection for the OWF Bard Offshore 1 ) faced several technical faults during the first six months of the year, as a result of which so-called protective trippings occurred which led to unscheduled shutdowns of the grid connection. In March a smoldering fire in an electrical component of the converter platform took place which also led to the shutdown of the network connection. A task force of the companies involved in the grid connection was formed, in order to carry out investigations and measurements at the wind turbines, the wind farm substation and the converter platform. The result of these investigations will determine the time schedule for repairing the technical faults and the complete restoration of the grid connection. The companies involved expect that the technical problems will be resolved and the wind farm be re-connected to the grid by August 2014. The bottom line is that the grid connection of the German offshore wind farms remains a difficult issue although there is reason to hope that the situation will improve by 2015 at the latest. Finally an odd incident should be mentioned which demonstrates that the whole process seems somewhat ill-fated. As if there were not enough problems already, on July 3rd 2014, a barge chartered for the transportation of power cables for German offshore wind farms capsized in the Mediterranean. As a consequence, its cargo, destined for the OWFs Butendiek and Deutsche Bucht and others was lost. Netzanbindung bleibt weiterhin der Engpass Abb. 2 zeigt die bis 30.06.2014 installierte sowie die ans Netz angeschlossene Leistung der Windenergieanlagen in der deutschen Nord- und Ostsee. Die Darstellung ver deutlicht, dass mittlerweile 199 WEA mit einer Ge samt leistung von 829,3 MW bzw. 57% (!) der errichteten Off shore- Windenergieleistung auf einen betriebsbereiten Netzanschluss warten. Der ursprünglich für das erste Quartal 2014 geplante Pro bebetrieb der Konverterstation DolWin alpha hat sich nochmals verzögert. Es bleibt zu hoffen, dass DolWin alpha wie auch die zweite Konverterstation HelWin alpha nun in der zweiten Jahreshälfte den Betrieb aufnehmen, damit die OWP Trianel Windpark Borkum und Meerwind Süd/ Ost endlich Strom ins Netz einspeisen können. Auch die betriebsbereiten WEA in den OWP Borkum Riffgrund 1 und Nordsee Ost könnten dann Strom erzeugen. Im April konnte mit BorWin beta (Netzanschluss BorWin 2 für den OWP Global Tech I ) die dritte Offshore- Konverterstation in der deutschen Nordsee installiert werden und im Juli folgte HelWin beta (Netzanschluss HelWin 2 für den OWP Amrumbank West ), die direkt neben HelWin alpha errichtet wurde. Bereits im Juni meldete der für die deutsche Nordsee zuständige Übertragungsnetzbe treiber Tennet, dass sich auch die Konverterstation DolWin beta auf dem Weg von Dubai zum geplanten Standort in der deutschen Nordsee befindet. Zu ergänzen ist noch, dass im April 2014 die Beauftragung der Netzanbindung BorWin 3 durch Tennet an Siemens im Konsortium mit Petrofac sowie an Prysmian erfolgte. Abschließend ist darauf hinzuweisen, dass nach Angaben des Netzbetreibers Tennet bei der Offshore-Netzanbindung BorWin1 (Anschluss des OWP Bard Offshore 1 ) im ersten Halbjahr 2014 mehrere technische Störungen aufgetreten sind, in deren Folge es zu so genannten Schutzauslösungen und damit zu ungeplanten Abschaltungen der Netzanbindung kam. Im März kam es zudem zu einem Schwelbrand eines elektrischen Bauteils der Konverterplattorm, der zur Ab schal tung der Netzanbindung führte. Es wurde eine Task Force der für den Netzanschluss beteiligten Unternehmen gebildet, um Untersuchungen und Messungen an den Windener gieanlagen sowie der Umspannstation des Windparks und an der Konverterplattorm durchzuführen. Vom Ergebnis dieser Untersuchungen hängt der Zeitplan für die Behe bung der technischen Störungen und der vollständigen Wiederherstellung der Netzanbindung ab. Die beteiligten Unter neh men gehen von einer Behebung der Störung und Zuschaltung des Windparks bis August 2014 aus. Als Fazit ist festzuhalten, dass sich die Realisierung der Netzanbindung für die deutschen Offshore-Windparks weiterhin schwierig gestaltet auch wenn die Hoffnung besteht, dass sich die Situation spätestens 2015 bessern wird. Dass der gesamte Prozess bisher unter keinem guten Stern steht, zeigt ein kurioser Zwischenfall, über den abschließend zu berichten ist. Als gäbe es nicht bereits genug Probleme, kenterte am 3. Juli 2014 auch noch eine Transportbarge im Mittelmeer, die Anschlusskabel für deutsche Offshore- Windparks an Bord hatte. Die Ladung, die infolge der Havarie versunken ist, war u.a. für die OWP Butendiek und Deutsche Bucht bestimmt. 50 DEWI MAGAZIN NO. 45, AUGUST 2014
