Feb., S Ref.: Mastering a ship in heavy seas is always a challenge. A research and development project in Denmark called SeaSense has been brought together several novel technologies, including purposedeveloped sensors and mathematical models, to help prevent weather damage to or loss of cargo and damage to a ship's hull. SeaSense is the result of a joint development effort by Lyngsö Marine, Force Technology and the Technical University of Denmark (DTU). Some of SeaSense's benefits are direct risk management to prevent lost cargo or hull damage, online monitoring of actual structural loading and ship motions, objective load-and motion criteria, estimation of actual sea-state, instantaneous assessment of consequences of changes in heading and/or speed, easy transfer of experience for one crew to the next. Ref.: This report is an analysis of word-wide reported incidents of piracy and armed robbery against ships from 1 January to 31 December The total number of wordwide reported attacks dropped to 276 compared to 329 in 2004, the lowest figure recorded since This drop is believed to be attributed to the increased awareness and anti piracy watches by masters in risk prone areas, increase in law enforcement patrols and international pressure on some governments to act. Although the decline in the number of attacks has shown improvements in certain areas, situation in other high risk areas has deteriorated. There was a marked increase in attacks in Somalia, Iraq, Tanzania and Vietnam. Attacks in Chittagong accounted for the highest number reported in a single port and anchorage. Indonesia continued to record the highest number of attacks with 79 reported incidents. Therefore Indonesia accounts for nearly 30 per cent of the worldwide incidents of piracy and armed robbery against ships. Malacca Strait has seen an improvement with 12 attacks compared with 38 in The number of hijacking increased to 23, the highest since Hostage taking involved incidents in Somalia, Indonesia and Nigeria. New areas of concern are in the vicinity of the Basrah oil terminal and Umm Qasr in Iraq. Pirates in these areas are heavily armed and violent. In general, the reduction in attacks in 2005 is seen as a positive sign and it appears that in some countries, the authorities are becoming more pro active in dealing with piracy and armed robbery against ships. SSAS - the final countdown Fairplay Solutions 2006, H. Feb., S Ref.: From 1 July 2006 every ship over 500 gt not already fitted with a ship security alert system (SSAS) will need to install one at or before its next safety radio equipment survey takes place. There are plenty of systems available for ship operators who need to meet the final deadline for fitting SSAS. The International Maritime Organization (IMO) introduced the requirement to install SSAS. Since it came into force on 1 July 2004, all ships built after that date as well as all passenger ships and oil tankers, chemical tankers, gas carriers, bulkers and high speed cargo vessels above 500 gt have already passed their mandatory installation deadline. 2006's deadline applies to all other cargo ships of 500 gt and upwards and mobile offshore drilling units constructed before 1 July InfoLine Literature - Issue 03/2006 1

Mit der Verabschiedung des Konzeptes "Neues Kontrollregime" (New Inspection Regime - NIR) durch das Hafenstaatkontrollkomitee geht das Paris MoU den Weg der Risikoorientierung konsequent weiter. Der Artikel zeigt Veranlassung und Hintergründe des Projektes auf und stellt das NIR vor. Ref.: Der Arbeitskreis Manövrieren / Technische Ausrüstung hat die Einsatzerfahrungen mit dem Transpondersystem "Automatic Identification System" (AIS) in der Berufschifffahrt untersucht und verschiedene Handlungsvorschläge entwickelt, mit denen bestehende Systemmängel behoben werden können und ein effektiver Gebrauch von AIS erreicht werden kann. In einer umfangreichen Stellungnahme werden insgesamt 19 Empfehlungen festgehalten, die in der Veröffentlichung wiedergegeben werden. Neben den klassischen Anwendungsfällen von AIS für die Kommunikation und die Kollisionsverhütung im Bordbetrieb haben sich auch andere AIS-gestützte Anwendungen etabliert wie die Überwachung bzw. Identifikation der in die Hoheitsgewässer eines Landes eintretenden Fahrzeuge. Somit stellt AIS u.a. eine große Hilfe im Bereich der Terrorabwehr dar. Dez./Jan., S Ref.: According to a survey conducted by the International Transport Workers' Federation (ITF), implementation of the International Ship and Port Facility Security (ISPS) Code has meant an increase in workload and responsibility, for which seafarers do not always feel properly trained, with no commensurate increase in pay. The results of this survey are presented in this article. One positive finding of the survey was that the majority of respondents (59 per cent) felt that the ISPS Code had improved security on board ships and in port areas, despite the largely negative impact on the life of crew members. A few recent studies generally conclude that ships operating with multi-cultural crews are not without problems. This paper provides awareness of the benefits of mixed crews. There are now 186 tankers in possession of Green Awards and a further 15 are in the process of being assessed and certified. Mueller, R.; Zoelder, A.; Hartmann, F.: Historical AIS data use for navigational aids Hansa (142) 2005, H. 1, S Ref.: Traffic density and environmental pollution risks are growing rapidly in the Baltic Sea. This paper describes and analyses the current traffic situation in the Baltic Sea and the possibilities for better and safer path guidance for vessel traffic. One approach is the use of Automatic Identification System (AIS) data as statistical background for modelling different traffic scenarios. Jul., S Ref.: Human error continues to be the dominant factor in maritime accidents. In order to ensure safe and efficient ship operations, there is a need to understand effective error detection and management. 6 ISL SEABASE Literature Research: Maritime Security Sage, B.: Identification of "high risk vessels" in coastal waters Marine Policy (29) 2005, H. 4, S Ref.: The development of criteria for the identification of "high risk vessels" (HRV) in European waters would allow coastal States to monitor the movements of ships posing significant risk to their interests. This paper proposes HRV criteria on the basis of technical standards and rules widely accepted by States through Port State Control Agreements, thus providing a legal basis for the monitoring of HRV by coastal States. The HRV criteria that are proposed in this article are based on the Paris Memorandum of Understanding (MoU) criteria. Roumboutsos, A.; Nikitakos, N.; Gritzalis, S.: Information technology network security risk assessment and management framework for shipping companies Maritime Policy and Management (32) 2005, H. 4, S Ref.: Shipping companies are high-vulnerability information handling organizations (HIHO). In recent years, the ability for the HIHO network users to exploit the advantages of the low-vulnerability information handling organizations' (LIHO) value added networks, has led to the need for augmentation of the HIHO networks. In the maritime sector, a push-and-pull effect on the need and demand to transfer information onboard and ashore has led many companies to experiment with interconnected HIHO and LIHO open distributed systems and networks, for their ship-to-shore communications. This paper proposes a risk assessment and management framework to assist in countermeasure selection and level of LIHO network use definition. The model is connected to a security profile for interconnected HIHO and LIHO open distributed systems and networks. Jungnickel, P.: Kriminalisierung von Kapitänen (Making criminals of captains) Schiff und Hafen (57) 2005, H. 9, S Ref.: In jüngster Zeit waren die Auswüchse der Kriminalisierung von Seeleuten Gegenstand mehrerer Veranstaltungen. Ziel einer neuen, geplanten EU-Richtlinie ist es, das europäische Strafrecht zu harmonisieren und Regeln für die Strafbarkeit verschiedener Ereignisse der Meeresverschmutzung zu erlassen. Doch auch weiterhin werden sich Kapitäne, Offiziere und Besatzungen mit den Bedrohungen und Auswirkungen der Kriminalisierung auseinandersetzen müssen. Kriminalisierung betrifft nicht nur die unbeabsichtigte Meeresverschmutzung, die findet auch statt im Zusammenhang mit Überschmugglern, der Ladungsbeförderung, Andienung gefährlicher Ladung oder dem angeblich unerlaubten Anlauf von Häfen. (Ass.): Maritime casualties Shipping Statistics and Market Review (49) 2005, H. 8/9, S. 8-9 Ref.: ISL's annual statistical analysis covers maritime casualties worldwide (total losses by ship type and division of age, total losses by flag and division of age, total losses by nature of losses). A table presents the biggest ships lost in Fortunately, 2004 was a year with non-spectacular casualties. In 2004, the number of reported total losses of cargo carrying ships of 500 gt and over amounted to 74 vessels equal to 0.42 mill. gt and 0.56 mill. dwt. The average age of vessels lost in 2004 was 26.7 years. These range from the challenges faced by MET institutions worldwide in incorporating the new topic of maritime security into their syllabi, to the economic costs of the new maritime security regime to the shipping industry and to ports. Other topics are also covered, including the technical means of monitoring the movements of ships, and the social implications for seafarers on board ships. Eine Grundlage dafür bietet der Green Passport (Ökoausweis) von der Klassifikationsgesellschaft Lloyd's Register (LR). Im Beitrag werden die Vorteile des Green Passports erläutert. Seit dem gilt das bei seiner Einführung heftig diskutierte Seeunfall-Untersuchungsgesetz (SeeUG). Der Autor geht im Beitrag der Frage nach, ob das neue Verfahren den Gesetzeszweck erfüllt. Die darin implementierten Konzepte und Erweiterungsmöglichkeiten können einen erheblichen Beitrag zur Sicherheit und Leichtigkeit des Schiffsverkehrs auch in deutschen Gewässern leisten. Das neue Kontrollregime des Paris MoU Deutsche Seeschifffahrt (103) 2005, H. 5, S Ref.: Das Paris Memorandum of Unterstanding (MoU) wird als weltweit führendes Hafenstaatkontrollsystem angesehen. Der Beitrag berichtet über die Inhalte und Eckpunkte des Paris MoU und stellt das New Inspection Regime (NIR) mit seinen Bausteinen dar. Kern des neuen Regimes ist die Risikoorientierung. Mit der Einführung des NIR geht das Paris MoU den Weg der Risikoorientierung konsequent weiter. Neubert, J.: Vorschläge für das Grünbuch "Maritime Policy" der EU-Kommission Hansa (142) 2005, H. 12, S Ref.: Der Beitrag beschäftigt sich mit der auf die Seeschifffahrt und die Meereswirtschaftszonen der Europäischen Union (EU) bezogenen Politik. Der Autor mahnt eine harmonische Abstimmung der in Jahrzehnten gewachsenen Normen an und weist darauf hin, dass der Regelungsbedarf mit der schnell wachsenden Nutzung der Ressourcen zunimmt. Das BALTIC SEA FORUM begrüßt die Absicht der Kommission, eine künftige Meerespolitik der EU mit ihren Mitgliedstaaten zu beraten. VTS faces challenges and opportunities Safety at Sea 2005, H. Sep., S Ref.: Automatic Identification Systems (AIS) has given ports access to detailed data about vessels entering and departing a Vessel Traffic Service (VTS). Long Range International Tracking (LRIT) will provide the same kind of data but at much longer ranges. Proposals for LRIT are under discussion. LRIT will require global, and reliable satellite services. The benefits of LRIT and VTS are outlined in this article.
