16 German legal framework The permit authority is not the Federal Aviation Administration (Luftfahrt-Bundesamt LBA) but the aviation authorities of the 16 states. But: in June 2012 The MoT (BMVI) coordinated the 16 civil aviation authorities to harmonize and define a framework of the administrative action for granting civil operation of unmanned aviation systems: Principles for granting permission to fly unmanned aercraft systems (Air Traffic Regulations (NfL I 161/12)).
