Better Coordination Thematic concentration: Contribution to the Europe 2020 strategy Result orientation: justification for selection, learning from the past, indicators... Conditionalities Leverage-effect of investments (Hebelwirkung) New financial instruments (if appropriate) Simplification (Vereinfachung) All EU regions benefit, but better focus and concentration on the less developed regions

16 Specific objectives 2-4 (SO2-4) To reduce GHG emissions in NWE through international cooperation on: SO2: the implementation of low carbon, energy or climate protection strategies SO3: the uptake of low carbon technologies, products, processes and services SO4: transnational low carbon solutions in transport systems

17 SO2-4: Types of actions envisaged Promoting carbon reduction in cities and regions through the implementation of existing low carbon, energy or climate protection strategies Implementing combined mitigation and adaptation solutions Implementing low-carbon technologies and other solutions Implementing transnational solutions for low carbon transport systems Implementing solutions for optimised traffic management

18 Specific objective 5 (SO5) SO5: To optimise (re)use of material and natural resources in NWE through international cooperation

19 SO5: Types of actions envisaged Implementing new technologies, services, products and processes to improve resource efficiency, e.g. new production measures to deliver the concept of circular economy ; Solutions to mitigate the impact of resource intensive industrial sectors (e.g. water and land-intensive sectors); New products/processes/technologies that minimise resource-use / replace non-renewable materials; New approaches to increase usefulness of waste, e.g. energy from waste, waste as material etc.

20 Link with the former priority strenghtening communities yes, but. not all of the former activities are part of the new programme! Tourism and cultural heritage for example are not mentioned any longer and transport is only mentioned under Priority Axis Low Carbon the focus is more on implementation (and less on the development of strategies)

21 Link with the former priority strenghtening communities if. there is a territorial, place based dimension and a regional or urban perspective in general: projects must have an impact and measurable results the less complex they are, the better they are
