INTERREG B Transnational Cooperation I. WHAT IS INTERREG B ABOUT?
What is INTERREG about? INTERREG = What for? territorial), How? Territorial cooperation part of the ESI-Funds European integration, cohesion (social, economic, learning from each other Development of common solutions, implementing pilot investments, fostering knowledge transfer Which themes? Thematic concentration on «Europe 2020» depending on the needs of the cooperation area
INTERREG NWE achievements in

II
European Cohesion Policy What is new (also for the ETC-programmes)? Better Coordination Thematic concentration: Contribution to the Europe 2020 strategy Result orientation: justification for selection, learning from the past, indicators... Conditionalities Leverage-effect of investments (Hebelwirkung) New financial instruments (if appropriate) Simplification (Vereinfachung) All EU regions benefit, but better focus and concentration on the less developed regions
III. PRIORITIES AND OBJECTIVES INTERREG VB NWE
101% of Programme budget ( m) invested in 114 projects involving 1,118 partners 64% of projects invested in infrastructure
INTERREG VB NWE Budget approximately 397 Mio. ERDF Co-financing rate from the programme: approximately bis zu 60% competition
11 Thematic Objectives [and Investment Priorities] 1. Research, technological development and innovation 2. Enhancing access to and use and quality of ICT 3. Competitiveness of SMEs 4. Low-carbon economy 5. Climate change adaptation, risk prevention and management 6. Environment and promoting resource efficiency 7. Sustainable transport and removing bottlenecks in key network infrastructures 8. Employment and supporting labour mobility 9. Social inclusion and combating poverty 10. Education, skills and lifelong learning by developing education and training infrastructure 11. Institutional capacity and an efficient public administration
Priorities VB NWE Innovation (1b) Low Carbon (including transport) (4e, 4f, 7c) Resource and Materials Efficiency (6f)

Specific Objective 1 (SO1) SO1: Enhanced innovation capacity through international cooperation in North-West Europe.
SO1: Types of actions envisaged Building innovation capacity of regions and territories (ToA1) Improving the competitiveness of enterprises (ToA2) Delivering societal benefits through innovation (ToA3)
Specific objectives 2-4 (SO2-4) To reduce GHG emissions in NWE through international cooperation on: SO2: the implementation of low carbon, energy or climate protection strategies SO3: the uptake of low carbon technologies, products, processes and services SO4: transnational low carbon solutions in transport systems
SO2-4: Types of actions envisaged Promoting carbon reduction in cities and regions through the implementation of existing low carbon, energy or climate protection strategies Implementing combined mitigation and adaptation solutions Implementing low-carbon technologies and other solutions Implementing transnational solutions for low carbon transport systems Implementing solutions for optimised traffic management
Specific objective 5 (SO5) SO5: To optimise (re)use of material and natural resources in NWE through international cooperation
SO5: Types of actions envisaged Implementing new technologies, services, products and processes to improve resource efficiency, e.g. new production measures to deliver the concept of circular economy ; Solutions to mitigate the impact of resource intensive industrial sectors (e.g. water and land-intensive sectors); New products/processes/technologies that minimise resource-use / replace non-renewable materials; New approaches to increase usefulness of waste, e.g. energy from waste, waste as material etc.
Link with the former priority strenghtening communities yes, but. not all of the former activities are part of the new programme! Tourism and cultural heritage for example are not mentioned any longer and transport is only mentioned under Priority Axis Low Carbon the focus is more on implementation (and less on the development of strategies)
Link with the former priority strenghtening communities if. there is a territorial, place based dimension and a regional or urban perspective in general: projects must have an impact and measurable results the less complex they are, the better they are
Where to find the regional link? Priority Axis Innovation Building innovation capacity of regions and territories (SO1/ToA1) Priority Axis Low Carbon : Promoting carbon reduction in cities and regions through the implementation of existing low carbon, energy or climate protection strategies (SO2/ToA4) Implementing combined mitigation and adaptation solutions (SO2/ToA5)
Where to find the urban link? Priority Axis Innovation Actions to deliver societal integration through innovation (p.ex. in deprived (urban) areas or (urban) areas which will face population decline) (SO1/ToA3) Priority Axis Low Carbon : Promoting carbon reduction in cities and regions through the implementation of existing low carbon, energy or climate protection strategies (SO2/ToA4)

Projects: New framework Harmonisation with other INTERREG-Programmes Same templates Same logo
Projects: New framework 2-step application process for projects First step: strategic fit with the programme objectives and wider context (= why, what, and for whom?) Second step: operational details, complete action plan, budget and partnership (= how and who?)
Projects: Who can access funding? Governmental organisations (local, regional, national and international) Civil society stakeholders (e.g. NGOs and non-profit organisations) Education and knowledge institutions, including private or semi-public research organisations Business support organisations (chambers of commerce, development agencies, cluster organisations, technology transfer offices) Enterprises Public environmental organisations (nature organisations)
