3 Agrarministertreffen in Krems am 30. Mai 2006 Der Staendige Agrarschungs-Ausschuss soll Wege erarbeiten wie Wissenschaftler, Landwirte, Berater und Unternehmen in einem breiten Agrarwissens-System besser zusammenarbeiten koennen. 2008: Workshop in Angers unter franzoesischer Praesidentschaft der Ideen entwickelt und vorbildliche Konzepte vergleicht. Die Initiative geht in der Europaeischen Kommission von der Generaldirektion Forschung aus, zu dieser Zeit wenig Interesse in der Generaldirektion Landwirtschaft Research and Innovation 3

6 - Expertengruppe des Ständigen Agrarforschungs- Ausschusses SCAR AKIS (Agricultural Knowledge and Innovation Systems) entwickelt das Konzept weiter Mitteilung der Kommission zur Innovations- Union stellt EIPs vor - Ab 2011: Kommissar Ciolos übernimmt das Konzept in seinen Entwurf der Gemeinsamen Agrarpolitik Ab 2014: Umsetzung in ELER und Horizont

7 The EIP-AGRI in short Agricultural Productivity and Sustainability (COM (2012)79) Overarching concept funding in Common Agricultural Policy- Rural Development and Horizon 2020 Research funds Based on interactive innovation model: The agricultural EIP goes beyond speeding up transfer "from laboratory to market" through diffusion of new scientific knowledge (referred to as a "linear innovation model"). Key entities: local or regional Operational Groups EU wide EIP network: communication, partnering, dissemination, knowledge flows and collecting practice needs

8 Areas of Innovative Actions as outlined in the EIP Communication (COM (2012)79) (non-exhaustive list: finally the content will emerge bottom up) Primary production: technical solutions to increasing productivity and economic viability Resource management: eco-system services, soil functionality, water management, and genetic resources ( public goods ) Bioeconomy: innovative technology for the bio-based economy bio-refinery; new products; reduction of post harvest loss Supply chain: integrated supply chain solutions; new services; logistics, and management systems Quality and consumers: food quality, food safety, and healthy lifestyles (consumer information and consumer choice)

11 Focus on innovation Innovation in rural development policy Innovation is a cross-cutting objective Enshrined in Priority 1 horizontal priority : Fostering knowledge transfer and innovation in agriculture, forestry and rural areas Many pre-defined measures are relevant to innovation (and higher aid intensities within investment measure) Higher co-financing rate up to 80% for (inter alia): Knowledge transfer & information actions (art. 14) Co-operation (art. 35) Leader National rural networks support network activities for innovation Rural development policy is a key tool for supporting the European Innovation Partnership on Agricultural Productivity and Sustainability (EIP)

17 Multi-actor projects in Horizon 2020 All multi-actor projects have the following sentence in the description of the topic: "Proposals should fall under the concept of multiactor approach" Described in the introductory part of the work programme as follows

18 Multi-actor projects "multi-actor" is more than a strong dissemination requirement or what a broad stakeholders' board can deliver "all along the project" *: a clear role for the different actors in the work plan, from the participation in the planning of work and experiments, their execution up until the dissemination of results and the possible demonstration phase. Project proposals should illustrate sufficient quantity and quality of knowledge exchange activities This should generate innovative solutions that are more likely to be applied thanks to the cross-fertilisation of ideas between actors, the co-creation and the generation of co-ownership for eventual results.

19 Multi-actor projects in Horizon 2020 A multi-actor project needs to take into account: how the project proposal's objectives and planning are targeted to needs / problems and opportunities of end-users the composition of the project consortium must get sufficient involvement of key actors with complementary types of knowledge (scientific and practical) to reach the project objectives and make its results broadly implemented. Facilitation between actors and openness to involve additional actors/group of actors in the project, for instance relevant groups operating in EIP context, are strongly recommended.

20 Thematic networks ISIB : Closing the research and innovation divide: the crucial role of innovation support services and knowledge exchange : Main aim: Synthesise, share and present best practices and research results focusing on themes and issues that are near to be put into practice Produce material for practitioners 5 networks in the range of 2 mio Euro on specific themes to be proposed bottom-up

21 Thematic networks in Horizon 2020 Work programme Themes could be linked to: products or sectors (e.g. arable crops, fruits, vegetables, pig, etc) or a broad range of cross-cutting subjects (e.g. crop rotation, certain farming practices, energy, implementation approaches of a directive, eco-system services, social services, bio-based products, short supply chains, etc) For the purpose of organisation, possible sub-networks may have a more limited focus, e.g. the local/regional/national level or for a specific crop/product/farming
