5 Contracts in CoA IV (1/2) CoA IV includes regulations that must be applied with the following contracts Annex 1 Entry and exit contract (entry-exit system), to be concluded by pipeline network operators (PNO) and transport customers (TC) Annex 2 Entry and exit contract (entry-exit system), to be concluded by distribution network operators (DNO) with entry-exit system and transport customers (TC) Annex 3 Supplier framework contract, to be concluded between DNO with network participation model and supplier as transport customer Annex 4 Balancing group contract with annex for biogas balancing group contract, to be concluded between market area manager (MAM) and balancing group manager (BGM) 5

8 New to CoA IV (1/3) Key content aspects of changes to CoA IV Capacity management rearrangement (Due to the GasNAO and KARLA amendment) From 1 October 2011 awarding of fixed capacities to market area and border transition points will be via an auction procedure only There is a joint PNO platform for marketing capacities (PCP) Specifications for returning capacities do not come into effect until 1 April 2012 Provisions for nomination and renomination are / will be incorporated into CoA IV's standardized terms and conditions Network interconnection Securities and advance payments levied 8

17 Changes in balancing Period shortened with billing-relevant monthly allocation data: Monthly allocations were shortened by the network operators from M+29 WDs to M+12 WDs NO to MAM until M+12 MAM to BGM until M+14 All biogas guideline specifications will be implemented as binding from 1 October 2011 Checks on "type-only" nominations at the market area interconnection point Use of the special TST for biogas allocations (Note: These allocations include the codes of both balancing groups affected) 17

19 New to the declaration topic (1/2) Monthly declaration sending MAM receives a declaration list from the NO on the 17th WD (of the respective month) at the latest (format: TSIMSG) Sending separate declarations per BG/SBG each All time series types per active BG/SBG are declared on the basis of the stock list and the capacities booked and entered in a BG/SBG BGM receives a declaration notification from the MAM on the 18th WD (of the respective month) at the latest (format: TSIMSG, day means "gas day") MAM sends a declaration notification per BG/SBG/NO Entire list can be retrieved in the MAM's portal 19

21 Declaration clearing Declaration clearing, started by BGM BGM found an error Possible errors are, for example TC may not use BG/SBG or time series types TC did not inform NO about change to a BG/SBG assignment BG/SBG does not belong to the BGM TC reported wrong BG/SBG to the NO in the GeLi gas process. NO processed GeLi data badly for the declaration, e.g. with typos, transposed figures, etc. 21

25 Allocation clearing (1/2) Clearing process is started when market participant determines after the final allocation sending with SLP therefore after day D-1, 1 pm, with RLM exit points and Entryso and Exitso, Biogas physical entry, Biogas market area interconnection point entry and Biogas market area interconnection point exit after M+14 WDs that there are deviations from their own expectations 25

26 Allocation clearing (2/2) All market participants are obliged to manage the clearing process promptly and efficiently GasNAO stipulates that the balancing group invoicing must be compiled by the MAM by M+2 months at the latest and sent to the BGM Limit values: To start an SLP clearing process, the allocation of the day D per time series type and BG or SBG must exceed the following limit values of the allocation on the day D-1 More than 200 % or less than 50 % of the day-before amount and at least 50,000 kwh 26

27 Allocation clearing, new from 1 October 2011 A clearing number is introduced to arrange the clearing process clearly Only the BGM receives this number from the MAM This therefore guarantees that the BGM is always involved in the clearing process and the data is agreed with them, regardless of who started the clearing process Every clearing number may only be used for one month or individual days and only for one BG/SBG, one time series type and one NO If NO starts the clearing process, they inform the BGM about the clearing case, so that they in turn can request the clearing number from the MAM and forward it to the NO After successful "clearing" the BGM passes the number on to the NO NO then uses clearing number in the clearing allocation Changes to allocation data by the NO after expired period can only be made with clearing numbers If not declared beforehand by the BG/SBG, this happens 2 WDs before sending the clearing allocation at the latest 27
