8 IGA Target groups and levels Four Levels Individually: boost motivation and workability, thus increasing the rate of women participating in work-life, through qualification of consultants and the development of a manual. Enterprises: supporting working conditions suitable for womens needs and personnel development through the transfer of Best Practice, qualification and coaching. Organisations: Competences and commitment of 50 chambers and 15 universities to support innovation and equal opportunities. Policy: development of a strategy programme, 5 regional agreements and 2 action programmes to promote equal opportunities and innovation in SMEs.

Fundamentals, basic data, studies Economic analysis in the BSR countries and regions: economic structure, level of innovation of SMEs, labour force participation of women and elders Analysing regional education and labour markets: labour participation, attractive education programmes, diversity in labour market, sector, future prospects etc. Analysing women activities in SMEs in Poland Analysing Women`s Entrepreneurship in Germany

Best Practice Transfer and Promotion Tools Transfer and implementation of 10 measures for innovation promotion by increasing the participation of women and elders from Scandinavia to northern Germany, Pomerania, Lithuania, Latvia and Belarus BSR-wide information, advice and support internet platform Electronic Tool for SMEs and Promoters Development and publication of a manual on promoting innovation through increasing labour participation of women Management Demographic Change in SMEs

Politic Change for Promotion SMEs and Women Development political Strategy to encourage innovation and greater labor participation of women and elders in SMEs and support the EU Baltic Sea Strategy 2 international conference with politicians, administration, universities, chambers, women and elderly as well as SMEs for implementation political strategy Second conference in Hamburg!

Action programs and transfer in BSR 1 action programme for 50 SME promoters (chambers + associations) in all BSR countries on promoting higher labor participation of women and elders 1 action programme for 15 academies/ universities from 9 Baltic Sea countries on the promotion and qualification of consultants, which support the labor participation of women and elders 3 International Advisory and Transfer Conference with 50 chambers/ associations/ SME-promoters and 15 academies/ universities from all Baltic Sea countries for the transfer of project results and sustained implementation

National programs for sustainable funding for 5 countries National Conferences and Memorandum of Understanding to promote innovation and labour participation in SMEs and conferences to ensure sustained implementation Chambers, SME Promoters, Universities, Government ect. for long-term support after the project end in the countries Latvia Lithuania Poland Belarus North Germany February 2014
