2 Methodische Erläuterungen und Definitionen/Methodological notes and definitions Die»Internationalen Übersichten«basieren vorwiegend auf den Daten des Statistischen Amtes der Vereinten Nationen (UN), der UN-Sonderorganisationen sowie anderer internationaler Organisationen. Aus Gründen der internationalen Vergleichbarkeit wurde für Deutschland überwiegend auf Statistiken internationaler Organisationen zurückgegriffen. Diese Angaben können von den Werten der deutschen amtlichen Statistik in den vorangegangenen Kapiteln abweichen. Die für Sudan aufgeführten Werte umfassen auch das Staatsgebiet des im Juli 2011 als souveräner Staat anerkannten Südsudan. The data presented in the section entitled»international tables«are based mainly on statistics and information published by the United Nations (UN) Statistics Division and UN specialised agencies as well as data from other international organisations. The data for Germany presented here is mostly taken from international sources in order to maximise comparability. The data for Germany is therefore not fully comparable with the corresponding national figures published in other sections of the yearbook. Please note that a comma is used as decimal separator for all international data. The data for Sudan includes South Sudan, which became an independent state and UN Member State in July A. 2 Bevölkerung/Population Tabelle A. 2.1: Die Gesamtflächen umfassen die jeweilige Landfläche und die inländischen Wasserflächen. Die Bevölkerungsfortschreibungen der Vereinten Nationen stellen vorwiegend die ortsansässige Bevölkerung zur Jahresmitte 2011 dar. Tabelle A. 2.2: Die zusammengefasste Geburtenziffer bezeichnet die durchschnittliche Kinderzahl, die eine Frau im Laufe ihres Lebens bekommen würde, wenn für sie genau die alterspezifischen Geburtenraten zwischen ihrem 15. und 49. Lebensjahr gelten würden, die in dem betreffenden, aktuellen Kalenderjahr beobachtet werden. Es ist ein theoretisches Maß, das die Fertilitätsverhältnisse eines Jahres widerspiegelt. Die Angaben für Frankreich sind ohne die Überseegebiete Franz.-Guayana, Guadeloupe, Martinique, Réunion. Die Angaben für Dänemark sind ohne Färöer und Grönland sowie für das Vereinigte Königreich ohne Insel Man und Kanalinseln (Guernsey und Jersey). Table A. 2.1: The surface area data comprise land area and inland waters. In most cases the United Nations' population data are 2011 mid-year estimates of the resident population. Table A. 2.2: The total fertility rate is a basic indicator of the level of fertility. It represents the average number of children that would be born to a woman if she were to live to the end of her childbearing years (15 to 49) and bear children in accordance with current age-specific fertility rates. It is a theoretical indicator that reflects the fertility situation of a given year. Data for France excludes overseas territories (French Guiana, Guadeloupe, Martinique, Réunion). Data for Denmark excludes Faroe Islands and Greenland. Data for United Kingdom excludes Isle of Man and Channel Islands (Guernsey and Jersey). A. 3 Arbeitsmarkt/Labour market Tabelle A. 3.1: Die Bevölkerung im erwerbsfähigen Alter gliedert sich in Erwerbspersonen und Nichterwerbspersonen: Er we rbs per sone n sind alle erwerbstätigen Personen (Selbstständige mit und ohne Arbeitnehmer, Lohn- und Gehaltsempfänger und mithelfende Familienangehörige) sowie die Erwerbslosen zum Zeitpunkt der Zählung. Zu den Nic h ter wer bs per so nen zählen Schüler, Hausfrauen ohne eigenen Beruf, Personen, die ausschließlich von ihrem Vermögen, Renten, Pensionen und/oder Unterstützung leben, sowie Anstaltsinsassen. E r w e r b s q u o t e = Erwerbspersonen im Alter von 15 und mehr Jahren bezogen auf die Gesamtbevölkerung im entsprechenden Alter. In einigen Ländern werden die Streitkräfte bei der Zahl der Erwerbspersonen nicht berücksichtigt. E r w e r b s t ä t i g e sind Personen eines bestimmten Alters (in der Regel 15 bis 74 Jahre alt), die im Berichtszeitraum mindestens eine Stunde für Lohn oder sonstiges Entgelt einer beruflichen Tätigkeit nachgehen bzw. in einem Arbeitsverhältnis stehen (in der Regel einschl. Soldatinnen und Soldaten sowie mithelfende Familienangehörige), selbstständig ein Gewerbe oder eine Landwirtschaft betreiben oder einen freien Beruf ausüben. E r w e r b s t ä t i g e n q u o t e = Anteil der Erwerbstätigen einer Altersgruppe an der Gesamtbevölkerung derselben Altersgruppe. E r w e r b s l o s e = Erwerbspersonen, die nicht arbeiten, dem Arbeitsmarkt aber zur Verfügung stehen und Arbeit suchen (Definition der Internationalen Arbeitsorganisation, ILO). Table A. 3.1: The working age population comprises the labour force and the economically inactive population: The l a bo ur f o r ce comprises all employed persons (employers incl. own-account workers, wage and salary earners and unpaid family workers) and the unemployed persons at the time of the survey. Persons not included in the labour force (e c o n o m i c a l l y i n a c t i v e p o p u l a t i o n ) include pupils, housewives without an occupation, persons living exclusively from property income, assistance and/or pensions, as well as persons living in institutions. Labour force participation rate = labour force aged 15 years and over in relation to the population of the same age. In some cases the armed forces are excluded from the labour force. P e r s o n s i n e m p l o y m e n t include all persons of a specific age (generally 15 to 74), who during the reference period performed some work for wage or salary, in cash or in kind for at least one hour (generally incl. soldiers and unpaid family workers) as well as all self-employed persons operating a business or a farm or performing a profession. Employment rate = persons in employment of a certain age group as a percentage of the total population of corresponding age. U n e m p l o y e d p e r s o n s = persons that are without work, currently available for work and seeking employment (ILO-definition). Annual average. Unemployment rate = unemployed persons as a percentage of the labour force, or in some cases as a percentage of the labour force excluding the armed forces. Die L a n g z e i t e r w e r b s l o s e n q u o t e, die in Tabelle A.3.1 präsentiert wird, entspricht dem Anteil der Langzeiterwerbslosen an den Erwerbslosen insgesamt. Tabelle A. 3.2: Die Einteilung der Wirtschaftsbereiche entspricht im Falle der EU- und EFTA-Mitgliedstaaten der NACE Rev. 2 Klassifikation. Bei allen anderen Staaten erfolgte die Einteilung gemäß der International Standard Industrial Classification (ISIC). Long-term unemployment refers to all persons unemployed for one year or longer. The l o n g - t e r m u n e m p l o y m e n t r a t e presented in table A.3.1 expresses the long-term unemployed as a percentage of all unemployed persons. Table A. 3.2: For all EU and EFTA Member States the classification of economic sectors corresponds to the NACE Rev. 2 classification. In all other cases, the economic sectors correspond to the International Standard Industrial Classification (ISIC). A. 6 Bildung und Wissenschaft/Education and science Tabelle A. 6.1: Der Bereich Forschung und Entwicklung umfasst alle schöpferischen Tätigkeiten, welche in einer systematischen Art und Weise unternommen werden, um das Wissen zu vertiefen oder neue Kenntnisse zu erlangen. Dies umfasst auch Kenntnisse über den Menschen, die Kultur und die Gesellschaft sowie die Umsetzung des Wissens für neue Anwendungen. Die Bruttoinlandsausgaben für Forschung und Entwicklung umfassen sämtliche private und öffentliche Ausgaben, inklusive der Ausgaben des Staates, der Hochschulen, der privaten Wirtschaft sowie gemeinnütziger Organisationen. Eingeschlossen sind die Mittel des Auslands und internationaler Organisationen für im Inland durchgeführte Forschungsarbeiten. Nicht berücksichtigt sind Mittel inländischer Träger für im Ausland durchgeführte Forschung. Die Zahl der Wissenschaftler in Forschung und Entwicklung entspricht dem gesamten Personalbestand. Es erfolgte keine Umrechnung in Vollzeitäquivalente. Als i n l ä n d i s c h e P a t e n t a n m e l d u n g gilt eine Anmeldung, wenn die beantragende Person es bei dem nationalen Patentamt einreicht, das für ihren Wohnsitz zuständig ist, oder bei einem Patentamt, das im Auftrag des entsprechenden Staates entscheidet. Die Daten stammen von der Weltorganisation für geistiges Eigentum (WIPO). Table A. 6.1: Research and development (R&D) comprises creative work undertaken on a systematic basis in order to increase the stock of knowledge, including knowledge of man, culture and society and the use of this stock of knowledge to devise new applications. Gross domestic expenditure on research and development (GERD) includes all public and private expenditure on research and development including business enterprise expenditure, higher education expenditure, government expenditure and private non-profit expenditure on R&D. GERD includes R&D performed within a country and funded from abroad but excludes payments for R&D performed abroad. The number of researchers in the R&D sector represents the total headcount figure and is not expressed in full-time equivalents. R e s i d e n t p a t e n t a p p l i c a t i o n refers to an application filed with the Office of or acting for the state, in which the first named applicant in the application concerned is resident. The data is published by the World Intellectual Property Organization (WIPO). A. 9 Gesundheit/Health Tabelle A. 9.1: Die Gesamtausgaben für das Gesundheitswesen umfassen sowohl die öffentlichen als auch die privaten Ausgaben. Die Daten zu den Gesundheitsausgaben, zur Ärztedichte sowie zur Zahl der Krankenhausbetten stammen von der Weltgesundheitsorganisation (World Health Organisation, WHO). Alle weiteren Daten zählen zu den Indikatoren, die zur Überprüfung der UN- Millenniumsziele (Millennium Development Goals, MDG) herangezogen werden: Kindersterblichkeit (MDG Indikator 4.1), Muttersterblichkeit (MDG 5.1), Tuberkuloseerkrankungen (MDG 6.9), HIV-Infektionsrate (MDG 6.1), HIV: Antiretrovirale Therapie (MDG 6.5), Zugang zu sicherem Trinkwasser (MDG 7.8) und zu adäquaten sanitären Einrichtungen (MDG 7.9). Diese Indikatoren werden von verschiedenen UN-Behörden (insb. WHO, UNAIDS) veröffentlicht. Nähere Informationen hierzu sind online unter abrufbar. Table A. 9.1: The total expenditure on health includes all public and private health-related expenditure. The data on health expenditure, physicians and hospital beds are published by the World Health Organization (WHO). All other data are official indicators used to measure the progress towards meeting the UN Millennium Development Goals (MDG): child mortality (MDG indicator 4.1), maternal mortality (MDG 5.1), tuberculosis prevalence (MDG 6.9), HIV infection rate (MDG 6.1), HIV: antiretroviral therapy (MDG 6.5), access to improved drinking water sources (MDG 7.8) and improved sanitation (MDG 7.9). These indicators are published by various UN organisations (in particular WHO and UNAIDS). More information on these indicators is available at A. 12 Umwelt/Environment Tabelle A. 12.1: 1 Tonne R oh ö lein hei t (t RÖE) entspricht Kilowattstunden (kwh). W i n d e n e r g i e umfasst auch die durch Gezeiten gewonnene Energie sowie die Wellenkraft. Tabelle A. 12.3: Alle Kohlendioxidemissionen wurden nach dem»sektorenansatz«berechnet. Berücksichtigt wird dabei nur der Kohlendioxidausstoß, der bei der tatsächlichen Verbrennung fossiler Brennstoffe entsteht. Die Bunkerung von Kraftstoffen für den internationalen See- und Luftverkehr ist bei den Daten der einzelnen Länder nicht berücksichtigt. A. 13 Land- und Forstwirtschaft/Agriculture and forestry Tabellen A bis A. 13.3: Daten sind zum Teil Schätzungen der Ernährungs- und Landwirtschaftsorganisation der Vereinten Nationen (FAO). Tabelle A. 13.1: Die Daten zum ökologischen Landbau stammen im Falle der EUund EFTA-Staaten von Eurostat. Für alle anderen Länder stammen die Daten vom Forschungsinstitut für biologischen Landbau (FiBL). Das FiBL erhebt in Kooperation mit der Internationalen Vereinigung Ökologischer Landbaubewegungen (IFOAM) jährlich Daten zum Biolandbau weltweit. Basis für diese Zahlen sind überwiegend die Daten der international anerkannten Zertifizierer des ökologischen Landbaus. In vielen Entwicklungsländern gibt es noch keine offiziellen Datenerfassungssysteme. Hier werden die Zahlen in aller Regel direkt bei den Biozertifizierern erhoben. Zur Berechnung der prozentualen Angaben in Bezug zur gesamten Landwirtschaftsfläche wurden Daten von FAOSTAT sowie von nationalen Statistikämtern verwendet. Weitere Informationen zu diesen Daten sind auf der Statistikwebsite des FiBL abrufbar ( Tables A to A. 13.3: In some cases data represent estimates by the Food and Agricultural Organization (FAO). Table A. 13.1: The data on o r g a n i c f a r m i n g is taken from Eurostat for all EU and EFTA Member States. For all other countries the data is taken from FiBL the Research Institute for Organic Agriculture. The FiBL collects world-wide data on organic farming in co-operation with the International Federation of Organic Agriculture Movements (IFOAM). The data is mainly based on figures published by the internationally approved certifiers of organic farming. In many developing countries there are as yet no official data collection systems. In these cases the data are generally taken directly from the local organic certifiers. Data published by FAOSTAT and the national statistical institutes were used to calculate the proportional values in relation to total agricultural area. For more information on the FiBL data, please consult the FiBL statistics web portal at A. 16 Verkehr/Transport Tabelle A. 16.1: Straßenverkehr: Bestand an Personenkraftwagen: Zu den Personenkraftwagen (Pkw) zählen motorisierte Fahrzeuge mit mehr als 2 Rädern, die zur Personenbeförderung vorgesehen sind und für bis zu neun Personen (inklusive Fahrer) Sitzgelegenheit bieten. B e n z i n p r e i s a n d e r Z a p f s ä u l e : Angegeben werden die Jahresdurchschnittswerte an der Zapfsäule für den am weitesten verbreiteten Benzinkraftstoff. Die Werte wurden von nationaler Währung in US Dollar umgerechnet. Der von der Weltbank veröffentlichte Indikator basiert auf Daten der Gesellschaft für technische Zusammenarbeit (GTZ). L u f t v e r k e h r : Beide Indikatoren zum Luftverkehr basieren auf Daten der International Civil Aviation Organization (ICAO) und werden von der Weltbank veröffentlicht. Der Indikator b e f ö r d e r t e F l u g p a s s a g i e r e umfasst sowohl die Inlands- als auch internationale Passagiere von Flugträgern, die im jeweiligen Land registriert sind. Zum F r a c h t v e r k e h r zählen auch Express und Diplomatengepäck. Nicht enthalten ist das Gepäck von Fluggästen. E i s e n b a h n v e r k e h r : Alle drei Indikatoren werden von der Verkehrsabteilung der Weltbank berechnet und veröffentlicht. Table A. 16.1: Road transport: Stock of passenger cars: Passenger cars refer to road motor vehicles, other than two-wheelers, intended for the carriage of passengers and designed to seat no more than nine people (including the driver). Pump price for gasoline: Fuel prices refer to the pump prices of the most widely sold grade of gasoline. Prices have been converted from the local currency to U.S. dollars. This indicator is published by the World Bank and is based on data provided by the German Agency for Technical Cooperation (Gesellschaft für technische Zusammenarbeit, GTZ). A i r t r a n s p o r t : Both indicators on air traffic are based on International Civil Aviation Organisation (ICAO) data as published by the World Bank. A i r p a s s e n g e r s c a r r i e d include both domestic and international aircraft passengers of air carriers registered in the respective country. F r e i g h t includes express and diplomatic bags but not passenger baggage. Rail transport: All three indicators are calculated and published by the transport division of the World Bank. Abschnitt G: Handel, H: Beherbergungs- und Gaststätten, I: Verkehr und Nachrichtenübermittlung, K: Grundstück- und Wohnungswesen, unternehmensbezogene Dienstleistungen. Für alle anderen Staaten wurde die Internationale Standard-Gewerbeklassifizierung der gesamten wirtschaftlichen Tätigkeiten (ISIC Rev. 3.1), Abschnitte G, H, I und K verwendet. Die Zahl der B e s c h ä f t i g t e n stammt für alle EU- und EFTA-Staaten aus der von Eurostat veröffentlichten Strukturellen Unternehmensstatistik. Für alle anderen Staaten wurden Daten der Internationalen Arbeitsorganisation (ILO) verwendet. Die Vergleichbarkeit der Daten ist somit eingeschränkt. In einigen Fällen erfolgte eine Umrechnung des U m s a t z e s in Euro auf der Basis des entsprechenden durchschnittlichen Wechselkurses für das jeweilige Jahr. A. 20 Preise/Prices Tabelle A. 20.1: Für alle EU- und EFTA-Mitgliedstaaten stammen die Daten zu den E r z e u g e r p r e i s e n von Eurostat und beziehen sich auf den industriellen Sektor. Für alle anderen Staaten werden Daten des Internationalen Währungsfonds (IMF) präsentiert. Die IMF-Daten basieren in den meisten Fällen auf dem Erzeugerpreisindex. Sofern diese Daten nicht vorlagen, wurde der Großhandelspreisindex als Berechnungsgrundlage verwendet. Die Daten des IMF umfassen neben dem industriellen Sektor auch die Landwirtschaft. Die Vergleichbarkeit der Daten zwischen EU- bzw. EFTA-Staaten und anderen Staaten ist somit eingeschränkt. Table A. 20.1: For all EU and EFTA Member States the data on industrial p roducer prices is taken from Eurostat. In all other cases the data is taken from the International Monetary Fund (IMF). For most countries the IMF publishes producer price data. Where this is not available, data on wholesale prices is presented. The IMF data covers the domestic agricultural and industrial sector. Comparability between EU/EFTA countries and other countries is therefore limited. A. 21 Arbeitskosten und Verdienste/Labour costs and earnings Tabelle A. 21.1: Die Arbeitskosten je Stunde enthalten neben den Bruttoverdiensten den Arbeitgeberanteil zur Sozialversicherung und einkommensbezogene Steuern. Bruttove rdienste je Stu nde enthalten alle Zahlungen an den Arbeitnehmer einschl. 6 Methodische Erläuterungen und Definitionen/Methodological notes and definitions A. 22 Wirtschaftsrechnungen privater Haushalte/Household budget surveys Tabellen A und A. 22.2: Die Angaben basieren auf der Erhebung EU-SILC, die in allen EU-Staaten und einigen weiteren europäischen Ländern nach einem einheitlichen Konzept zur Messung von Einkommensarmut und Armutsgefährdung durchgeführt wird. Das Nettoäquivalenzeinkommen ist gemäß diesem Konzept eine fiktive Rechengröße, um das Einkommen von Personen vergleichbar zu machen, die in Haushalten unterschiedlicher Größe leben. Dazu wird das Haushaltseinkommen auf die Personen des Haushalts nach einem Gewichtungsschlüssel (Äquivalenzskala) verteilt, der unterschiedliche Haushaltsstrukturen sowie Einspareffekte bei den Ausgaben in Mehrpersonen-Haushalten berücksichtigt (z. B. durch gemeinsame Wohnraumnutzung). In diesem Fall wird als Äquivalenzskala die»modifizierte OECD-Skala«verwendet, nach der die erste erwachsene Person das Gewicht 1 erhält. Jede weitere erwachsene Person und Kinder ab 14 Jahren erhalten das Gewicht 0,5, Kinder unter 14 Jahren das Gewicht 0,3. Das verfügbare Haushaltsnettoeinkommen wird anschließend durch die Summe der Gewichte dividiert. Das so ermittelte Einkommen ist eine personenbezogene Größe, die als bedarfsgewichtetes Nettoäquivalenzeinkommen bezeichnet und jeder Person im Haushalt zugeordnet wird. In der EU gelten Personen als a r m u t s g e f ä h r d e t, denen weniger als 60 % des medianen Nettoäquivalenzeinkommens zur Verfügung steht. Die A r m u t s g e f ä h r d u n g s - q u o t e setzt die armutsgefährdete Bevölkerung in Relation zur Gesamtbevölkerung. Die S80/S20-Einkommensquintilquote ist das Verhältnis des Gesamteinkommens der 20 % der Bevölkerung mit dem höchsten Einkommen (oberstes Quintil) zum Gesamteinkommen der 20 % der Bevölkerung mit dem niedrigsten Einkommen (unterstes Quintil). Der G I N I - I n d e x ist ein Maß für die Einkommensungleichverteilung in einer Bevölkerung. Die entsprechenden Werte können zwischen 0 und 100 liegen. Je höher der Wert, umso ausgeprägter ist die Ungleichheit bei der Einkommensverteilung. Der Kaufkraftstandard (KKS) ist eine künstliche Währung, mit deren Hilfe Preisniveauunterschiede zwischen den EU-Staaten ausgeglichen werden. Mit 1 KKS kann in allen EU-Staaten dieselbe Menge an Waren und Dienstleistungen erworben werden. Die Kaufkraft von einem KKS entspricht der durchschnittlichen Kaufkraft von einem Euro in der Europäischen Union. Tables A and A. 22.2: The data are based on the survey EU-SILC, which is conducted in all EU Member States and some other European countries using a harmonized and standardized concept for the measurement of income poverty and poverty risk. According to this concept, n e t e q u i v a l i s e d i n c o m e is calculated in order to enable comparisons of income levels of persons living in households of different size and composition. Total household income is distributed amongst all persons living in the household using an equivalence scale that takes into account both household structure and the savings that can be achieved in shared households (e. g. by sharing living space). The equivalised household size is calculated using the»modified OECD scale«, which assigns a weight of 1.0 to the first adult, 0.5 to all other household members aged 14 or over and 0.3 to all children aged under 14. The total disposable net household income is then divided by the equivalised household size. The result of this calculation is then attributed to each household member and is classed as the personal or needsweighted equivalised income. In the EU a person is classed as a t r i s k o f p o v e r t y, if their income lies below 60 % of the median equivalised income. The a t - ri sk- o f - pov e rty rate represents the proportion of the population living below the at-risk-of-poverty threshold. The S 8 0 / S 2 0 i n c o m e q u i n t i l e s h a r e represents the ratio of the total income received by the 20 % of the population with the highest income (top quintile) to that received by the 20 % of the population with the lowest income (lowest quintile). The G INI coefficient or GINI index is an indicator used to measure the degree of income inequality within a population. Its value lies between 0 and 100. The higher the value, the greater the inequality in income distribution. Purchasing power standard (PPS) is an artificial currency unit that eliminates price level differences between the EU Member States. In theory, 1 PPS buys the same volume of goods and services in all EU countries. The purchasing power of 1 PPS is equal to the average purchasing power of 1 Euro in the European Union. Der Bestand der Direktinvestitionen setzt sich zusammen aus dem Anteil am Eigenkapital (Nominalkapital, Rücklagen, Gewinne und Verluste) eines ausländischen (bzw. inländischen) Unternehmens, der einem Inländer (bzw. einem Ausländer) zuzurechnen ist, und den Krediten und Darlehen, die der Anteilseigner sowie bestimmte andere mit ihm verbundene Kreditgeber dem Unternehmen gewährt haben. Tabelle A. 25.3: Öffentliche Entwicklungszusammenarbeit (ODA) wird vom Entwicklungsausschuss der OECD (DAC) definiert als die Summe der Leistungen öffentlicher Stellen an Entwicklungsländer oder an internationale Organisationen zugunsten von Entwicklungsländern, die folgende Kriterien erfüllen: I. Rückflüsse (Tilgung von Darlehen) werden von der ODA abgezogen. Die Zahlen der Geberländer enthalten die bilaterale Entwicklungszusammenarbeit und die Zahlungen an multilaterale Geber. Bei den Empfängerländern sind die erhaltenen bilateralen Nettozahlungen der Geberländer inner- und außerhalb des DAC sowie von multilateralen Gebern zusammengefasst.
