EEX Einführung des Handels in Futures auf CERs Handel mit EU-Emissionsberechtigungen am Spotmarkt Sehr geehrte Handelsteilnehmer, nachfolgend erhalten Sie Informationen zur Entwicklung des Handels mit Futures auf CERs am EEX Termin- sowie mit EU-Emissionsberechtigungen am EEX Spotmarkt. Einführung des Handels in Futures auf CERs Die Energiebörse European Energy Exchange AG (EEX) und die Terminbörse Eurex AG bauen ihre Kooperation im CO 2 -Handel aus. Ab dem 26. März 2008 können Futures auf CERs an der EEX gehandelt werden. Als Anreiz werden im gesamten Jahr 2008 keine Handelsentgelte (Börsenhandel und OTC-Registrierung) auf die neuen Futures erhoben. Certified Emission Reductions (CERs) werden im Rahmen des Kyoto-Protokolls für Klimaschutzprojekte vergeben, die Industriestaaten in Entwicklungsländern durchführen. Ein CER entspricht einem Äquivalent von einer Tonne CO 2 -Reduktion. Seit 2008 können CERs teilweise auf die Reduktionsverpflichtungen im europäischen Emissionshandelssystem angerechnet werden. Dadurch stellen sie, anders als die europäischen CO 2 -Emissionsberechtigungen (EUA), schon heute eine global verfügbare Währung dar, die künftig über regionale Emissionshandelssysteme transferiert werden soll. Die neuen Futures-Produkte werden ab 25. Februar 2008 in der Eurex Simulationsumgebung unter dem Produktkürzel <FCER> zur Verfügung stehen. Unter diesem Kürzel können zuerst in Simulations- und ab dem 26. März 2008 in Produktionsumgebung die jeweilig nächsten fünf Fälligkeiten gehandelt werden. Den Entwurf einer detaillierten Kontraktspezifikation dieser neuen Futures finden Sie im Anhang dieser Kundeninformation. Die Einführung steht noch unter dem Vorbehalt der Zustimmung des Börsenrates der EEX. EEX und Eurex werden ihr Produktspektrum im Emissionsrechtehandel kontinuierlich erweitern. Als nächster Schritt wird im zweiten Quartal 2008 die Einführung von Optionen auf EUA-Futures folgen. Über die detaillierten Kontraktspezifikationen der Optionen auf EUA-Futures, sowie die Verfügbarkeit der neuen Optionsprodukte in Simulationsumgebung werden wir sie rechtzeitig informieren. Handel mit EU-Emissionsberechtigungen am Spotmarkt Erste Handelsperiode Für die momentan am Spotmarkt der EEX noch über das Xetra-System handelbaren EU- Emissionsberechtigungen für die erste Verpflichtungsperiode (2005 2007) wurde der letzte Handelstag auf den 20. März 2008 festgelegt. Wir möchten Sie daran erinnern, die Auslieferung Ihrer EU-Emissionsberechtigungen bei der ECC zu beantragen. Zweite Handelsperiode Der Handel der zweiten Handelsperiode (2008 2012) am Spotmarkt wird voraussichtlich ab Juni 2008 möglich sein. Hintergrund ist, dass die Ausgabe der Zertifikate (EUA) durch die Deutsche Emissionshandelsstelle (DEHSt) gemäß aktuellen Meldungen erst zu diesem Zeitpunkt erfolgen wird. Das Instrument für die 2. Handelsperiode wird im Zuge der Konsolidierung der Handelssysteme am EEX-Spotmarkt nicht mehr im Xetra-System aufgesetzt sondern soll zum Handelsstart auf der weiterentwickelten Spotmarkt-Handelsplattform (heutige Intraday-Handelsplattform) zur Verfügung stehen. CO2-Index Es ist ferner geplant, bis zum Start der zweiten Handelsperiode an jedem Handelstag einen CO2- Index zu ermitteln und zu veröffentlichen, der die Preise von OTC-Handelsaktivitäten der Marktteilnehmer in europäischen Emissionszertifikaten für die zweite Verpflichtungsperiode wiedergibt. Als Melder können sich alle Handelsteilnehmer an der EEX zur Verfügung stellen. Diese sind dann verpflichtet, an jedem Handelstag alle von ihnen während eines bestimmten Zeitraums am aktuellen Handelstag abgeschlossenen Geschäfte über EU-Emissionsberechtigungen gegenüber der EEX zu melden und dabei Angaben über die gehandelte Menge, zum Zeitpunkt des Vertragsschlusses sowie zum Vertragspartner, sofern dieser auch Melder ist, zu machen. EEX Customer Information 2008-02-06 Launch of EEX futures on CERs Trading in EU-Allowances on the EEX Spot market Dear Trading Participants, Please find information about the launch of futures on CERs on the EEX Derivatives Market and about trading in EU Emission Allowances on the EEX Spot Market below. Launch of EEX futures on CERs European Energy Exchange AG (EEX) and the derivatives exchange Eurex AG are expanding their cooperation in CO 2 trading. As of 26 March 2008, it will be possible to trade in futures on CERs on the EEX. To incentivise trading, trading fees (exchange trading and OTC-registry) will be waived for the entire year 2008. Certified Emission Reductions (CERs) are issued under the Kyoto Protocol for climate protection projects that industrialized nations carry out in developing countries. One CER is equivalent to one ton of CO 2 reduction. Since 2008, it has been permitted for CERs to be used in part for emissions reduction compliance under the EU Emissions Trading System. As a result, these CER certificates unlike the EU Allowances are already a globally available currency to be transferred to the regional emissions trading systems in the future. New futures products will be available in Simulation environment under the product short code <FCER> as of 25 February 2008. The next five maturities are tradable in Production environment under this product code as of 26 March 2008. More detailed contract specification can be found as attachment. The final contract specification will be published on the EEX website after the decision of the Exchange Council. EEX and Eurex will continuously expand their product range in emission rights trading. The next step will be the launch of options on EUA futures in the second quarter of 2008. We will keep you informed about availability of contract specification for options on EUA futures as well as availability of option products in Simulation environment. Trading with EU Allowances on the EEX Spot Market First Trading Period For the EU allowances for the first compliance period (2005 2007) which are still tradable on the EEX Spot Market on Xetra, the 20 th of March 2008 has been chosen as the last trading day. We would like to remind you to apply for the delivery of your EU allowances with the ECC. Second Trading Period We expect that trading for the second trading period (2008 2012) on the spot market will be possible starting June 2008. The reason for this is that the issuing of the EUAs by the German Emissions Trading Authority (DEHSt) according to the current information will begin at that point in time. The instrument for the second trading period will no longer be processed on Xetra, but rather should be available on the spot market trading platform (currently Intraday trading system) at the start of trading. CO2-Index Furthermore, up until the start of the second trading period, we are planning to calculate a CO2 index on every trading day and publish an index which reflects the prices of OTC trading activities of the market participants in European emissions certificates for the second compliance period. All participants on the EEX are allowed to provide the information. The participants who volunteer would be required to supply information regarding all concluded trades with EU allowances on every trading day including information about the amount traded, the time of the trade conclusion as well as the trading partner, as long as it concerns another provider of information.
