21 III Targets ohne Änderung bestehender Trends By 2030, increase substantially the share of renewable energy in the global energy mix (SDG 7.2) unklar, ob der bisherige Anstieg bereits substantiell ist. Improve progressively, through 2030, global resource efficiency (8.4) Die Materialintensität ist bereits um 11.8 % zurückgegangen ( ; Krausmann et al.). By 2020, substantially increase afforestation and reforestation globally (15.2) Die Forstflächen wurden von 1990 bis 2010 bereits um 48.1 % erweitert (FAO). Das eingerichtete UN High-Level Political Forum sollte substantially auf above pre-2015 trends beziehen. 21
22 IV Die größten Verbesserungen durch die SDGs Von den SDG-Targets angestrebte Reduktionen der jährlichen Todesfälle bis 2030 Hunger unter Kindern (-90/100 %) Kindersterblichkeit (Ziel: 25 per 1000) Sicheres Trinkwasser für alle HIV/AIDS (-90/100 %) Tuberkulose (-95/100 %) Straßenverkehrsunfälle (-50 %) Maximum Minimum (s. 23 IV Die größten Optimierungspotentiale der SDGs Die Definition substantieller Reduktionen könnte folgende jährlichen Todesfälle bis 2030 vermindern: Luftverschmutzung im Inneren Luftverschmutzung im Freien WHO 2014 GBD 2015 Bleiverschmutzung Entsprechende Klärungen könnte das neue UN High Level Political Forum für die Umsetzung der SDGs vornehmen. Es wird jährlich auf Ministerebene und alle vier Jahre auf der Ebene der Staats- und Regierungschefs tagen. 23
24 IV Weitere wichtige SDGs mit Zieljahr An executive summary for tackling global challenges By 2030, double the global rate of improvement in energy efficiency (7.3) By 2030, improve water quality by reducing pollution, eliminating dumping and minimizing release of hazardous chemicals and materials, halving the proportion of untreated wastewater and substantially increasing recycling and safe reuse globally (SDG 6.3) By 2030, substantially increase water-use efficiency across all sectors and ensure sustainable withdrawals and supply of freshwater to address water scarcity and substantially reduce the number of people suffering from water scarcity (6.4) 24
25 IV Weitere wichtige SDGs mit Zieljahr (Forts.) By 2030, achieve full and productive employment and decent work for all women and men (SDG 8.5)... by 2025 end child labour in all its forms (8.7) By 2030, progressively achieve and sustain income growth of the bottom 40 per cent of the population at a rate higher than the national average (10.1) Laut Weltbank in Deutschland gegeben (ca ) By 2030, provide access to safe, affordable, accessible and sustainable transport systems for all, improving road safety, notably by expanding public transport (11.2) 25

30 V Die größten Lücken der SDGs Folgende Themen haben kein Target oder fehlen gänzlich: Lungenentzündung (Pneumonie) Arbeitsunfälle/-krankheiten Virale Hepatitis Antimikrobielle Resistenzen, Pandemien Leaving no one behind? Klimawandel Gefährdete Leben Todesfälle 70+ Jahre Todesfälle 5-69 Jahre Todesfälle unter 5 Jahren GBD; WHO; Liu; RAM u.a. Zusätzliche künftige Verluste Weltbank, IPCC, Nordhaus, (% des BSP) Stern, Kemfert et al. [DIW] Finanzstabilität Gegenwärtige Verluste (% des BSP) Die MDGs wurden um drei Targets nachträglich ergänzt. Das Gleiche sollte das UN High Level Political Forum tun. 30
31 VI Fazit zu den Stärken und Schwächen der SDGs Die Lücken und Unklarheiten sowie die mangelnde Systematik der SDG-Targets stellen verpasste Chancen dar. Sie haben jedoch keinerlei negative Auswirkungen. Daher bieten die Schwächen der SDGs keinen Grund, die SDGs außer Acht zu lassen oder abzulehnen. Was zählt, sind die Stärken der SDGs. Sie werden zu Verbesserungen führen. Daher lohnen sie die Unterstützung. Man sollte die Stärken der SDGs nicht unter der berechtigten Kritik begraben. Das würde denselben Fehler machen, den man zu Recht den SDGs vorwirft: Chancen zu verpassen. 31
