2 Austrian Standards International A.S.I. gemeinnützige Einrichtung (Verein, gegründet 1920) Rechliche Rahmen: europäische Normungsverordnung (EU) Nr. 1025/2012 Normengesetz 2016 Österreichs neutrale, unabhängige Plattform für die Entwicklung von rein österreichischen Normen & Regelwerken bietet Know-how und Infrastruktur für die Mitarbeit an der Europäischen und der weltweiten Normung ( CEN Austria ISO Austria ), nationales Mitglied und NSB von ETSI Kompetenzzentrum für alle Informationen zu Standards und deren Umfeld 2

3 Internationales und Europäisches Netzwerk ISO (International Organization for Standardization) 162 nationale Normungsinstitute weltweit IEC (International Electrotechnical Commission) 84 Mitglieder (Nationale Komitees) CEN (European Committee for Standardization) CEN und CENELEC haben jewweils 34 Mitglieder (nationale Normungsinstitute der EU 28, EFTA 3, FYROM, Serbien und Türkei); es nehmen über Experten an der Europäischen Normung teil CENELEC (European Committee for Electrotechnical Standardization) ITU (International Telecommunications Union) Agentur der UN. Mitglieder sind nationale Behörden und Wirtschaft ETSI (European Telecommunications Standards Institute) Wirtschaft, Behörden, nationale Normungsinstitute 3

4 Why do standards matter for research and innovation? Innovative products or services are typically prototypes not yet suitable for larger scale production and not yet compatible with existing value added chains or regulatory requirements Standardisation is a process whereby an accepted common language for a new field is created (terms and definitions, measures, categories, symbols, ) an innovative product or service is co-developed with other stakeholders to become interoperable and conform to regulatory requirements; underlying production and selling processes are defined that reliably meet expected quality and to continuously improve innovations are disseminated Many EU funded research projects explicitly require standardisation

5 Warum Standardisierung? Horizon 2020, Work Programme , Information and Communication Technologies Platforms and Pilots: Proposals need to address all of the following four activities, namely platform building, large-scale piloting, ecosystem building, and standardisation. In standardisation, contributions should be made to suitable standardisation bodies or pre-normative activities, as outlined in the Communication on Priorities of ICT Standardisation for the Digital Single Market. Projects are expected to have a high impact on citizens, industry, businesses or public services. In particular: Increased prospects for future digital industrial platforms by validation of technological choices, sustainability and reproducibility, of architecture models, standards, and interoperability, as well as of verification of non-functional characteristics such as security and privacy. 6 Forschungskonsortium planen Nationales Normungsinstitut sollte Standards-bezogene Aktivitäten begleiten! BEACHTE: CEN-CENELEC Management Centre, Brüssel ist Informationsdrehscheibe, kann aber kein Konsortium-Mitglied sein. Beispiel: Austrian Standards Institute ist CEN Austria Nationales Normungsinstitut ist Ihr Navigator durch die Welt der Standardisierung : Zugang zu Standards, inkl. Unterstützung bei Recherche Zugang zu Informationen über Standardisierungsprojekte: wo läuft was Zugang zu Hintergrundmaterialien (z.b. Reports von Study Groups) Zugang zu Stakeholder-Netzwerken anderer Normungsinstitute Zugang zu Workshop-Infrastruktur (Konferenzen, incl. online) Publishing von Standards, inkl. Workshop Agreements, Normungsinstitut als Konsortium-Mitglied erhöht die Erfolgschancen eines Project-Proposal bei Horizon 2020 Call mit Bezug zu Standardisierung

7 Project-Proposal: Work Packages Übliche Tasks mit Standardisierungs-Bezug : Screening relevanter Standards UND laufender Standardisierungsprojekte Identifikation relevanter Standardisierungsgremien sowohl von CEN, CENELEC, ETSI, ISO und IEC als auch anderer Standards Development Organisations wie IEEE, ASTM, NIST oder aus China usw. entwerfen einer Standards/Standardisierungs-Landschaft. Nationales Normungsinstitut ist Netzwerkknoten zwischen Konsortium und Standardisierungsgremien. (WP-Lead)

8 Project-Proposal: Work Packages Übliche Tasks mit Standardisierungs-Bezug : Gap-Analyse: wo beantworten bestehende/ in Ausarbeitung befindliche Standards Fragestellung des Calls bereits, nicht oder nicht ausreichend, gibt es Vorarbeiten zur Bedarfserhebung, siehe z.b. ISO Coordination Committee Smart Manufacturing (Industry 4.0), IoT, Smart Grid usw. gibt es Learnings aus verwandten Themenbereichen/Sektoren (Cross- Innovation), d.h. ähnliche Fragestellung wurde dort bereits beantwortet, wie kann dortige Lösung auf vorliegende Fragestellung übertragen werden. Nationales Normungsinstitut ist Netzwerkknoten zwischen Konsortium und Standardisierungsgremien. (WP-Mitarbeit)

9 Project-Proposal: Work Packages Übliche Tasks mit Standardisierungs-Bezug : Erheben von User Requirements: BEACHTE: Standards sind Mittel zur Erfassung von Wissen und Lösungsvorschlägen (Crowd-Sourcing), bei deren Erstellung systematisch User-Experience-Design-Thinking angewendet wird; werden in offenem, inklusivem, transparentem Multi-Stakeholder-Prozess (Co-Creation) erarbeitet; teilnehmende Stakeholder z.b.: Erzeuger, KMU, Konsumenten, Behörden, Umweltverbände, Wissenschafts- und Forschungseinrichtungen, Prüfstellen. Nationales Normungsinstitut ist Knoten zu einem internationalen Stakeholder-Netzwerk, um systematisch-strukturiert User-Expectations (face-to-face Interviews, online-umfragen) zu erheben. (WP-Mitarbeit) Das Konsortium kann um relevante Stakeholder erweitert werden.

10 Project-Proposal: Work Packages Übliche Tasks mit Standardisierungs-Bezug : Dissemination and Communication: BEACHTE: Standards sind Mittel zur Verbreitung von Wissen in den Markt/in die Community auch lange nach Forschungsprojekt-Ende; bei ihrer Erstellung wird systematisch User-Experience-Design-Thinking angewendet; Standards kodifizieren Wissen über State-of-the-Art einer Technologie; sind das Fundament für weitere Innovationen. Festlegen, was realisierbar ist als Standardisation-Deliverable des Konsortiums Ihr nationales Normungsinstitut unterstützt dabei

11 Project-Proposal: Work Packages Übliche Tasks mit Standardisierungs-Bezug : Dissemination and Communication: Prüfe mit nationalem Normungsinstitut die Möglichkeit einer Research Projekt Liaison gemäß CEN-CLC Guide 25 mit einem CEN Technical Committee, um zur Er- oder Überarbeitung einer Europäischen Norm beizutragen. Prüfe mit nationalem Normungsinstitut die Möglichkeit eines CEN Workshop. Zweck: CEN-Plattform für Konferenzen, um Themen des Konsortiums über Projektteam hinaus mit Anderen zu kommunizieren (siehe vorherige Tasks!); Publikation von CEN Workshop Agreements CWA als öffentlich verfügbares Standardisation-Deliverable des Konsortiums. CWA kann Grundlage für künftige Europäische Standards sein.

12 Project-Proposal: Work Packages Übliche Tasks mit Standardisierungs-Bezug : Dissemination and Communication: via CEN Workshop (Agreement): Nationales Normungsinstitut sollte WP-Lead haben (führt Sekretariat des CEN Workshops): Vorsitz führt ein anderes Konsortium-Mitglied; BEACHTE: Kompatibilität des Zeitplans im Projektplan! Hier hat das nationale Normungsinstitut die notwendige Erfahrung; Lege im Project Proposal gemäß H2020 Call fest, was Gegenstand des CEN Workshop Agreements sein soll, z.b. Standardisierungs-Roadmap, Code of good Practice, Überblicksdokument, Machbarkeitsstudie usw.; BEACHTE: Umgang mit IPR im Konsortium zu klären, was kann/darf im CEN Workshop Agreement offengelegt werden!
