4 Definition of Sustainable Development according to WCED (1987) Sustainable development is development that meets the needs of the present without compromising the ability of future generations to meet their own needs. It contains within it two concepts: the concept of needs, in particular the essential needs of the world s poor, to which overriding priority should be given, and the idea of limitations imposed by the state of technology and social organization on the environment s ability to meet present and future needs. 7 UNEP Green Economy This recent traction for a green economy concept has no doubt been aided by widespread disillusionment with our prevailing economic paradigm, a sense of fatigue emanating from the many concurrent crises and market failures experienced during the very first decade of the new millennium, including especially the financial and economic crisis of But at the same time, we have seen increasing evidence of a way forward, a new economic paradigm one in which material wealth is not delivered perforce at the expense of growing environmental risks, ecological scarcities and social disparities. 9 Ziele und Schwerpunkte von Rio+20 [A/ RES/64/236; 20(a)] The objective of the Conference will be to secure renewed political commitment for sustainable development, assessing the progress to date and the remaining gaps in the implementation of the outcomes of the major summits on sustainable development and addressing new and emerging challenges. The focus of the Conference will include the following themes to be discussed : a green economy in the context of sustainable development and poverty eradication and the institutional framework for sustainable development; 9

11 UNEP Green Economy UNEP defines a green economy as one that results in improved human well-being and social equity, while significantly reducing environmental risks and ecological scarcities. In its simplest expression, a green economy can be thought of as one which is low carbon, resource efficient and socially inclusive.... Specific enabling conditions will be required. These enabling conditions consist of the backdrop of national regulations, policies, subsidies and incentives, and international market and legal infrastructure and trade and aid protocols. 13 OECD Green Growth Strategy Sustainable development provides an important context for green growth. The OECD Green Growth Strategy develops a clear and focused agenda for delivering on a number of Rio s key aspirations. Green Growth has not been conceived as a replacement for sustainable development, but should be considered rather a subset of it. It is narrower in scope, entailing an operational policy agenda that can help achieve concrete, measurable progress at the interface between the economy and the environment. 19 Grüne Konzepte und NE gemäss Strategie NE Nachhaltige Entwicklung bleibt das übergreifende Konzept Grüne Konzepte sind komplementär und tragen zu einer breiter verstandenen Nachhaltigen Entwicklung bei. Massnahmen des BR-Pakets Grüne Wirtschaft sind im Aktionsplan Nachhaltige Entwicklung enthalten 19

20 Fazit Grüne Konzepte bieten wertvolle neue Impulse Kraft, Wille und Glaubwürdigkeit der Industriestaaten zur Förderung Nachhaltiger Entwicklung sind geschwächt Gefahren der Verdrängung der Nachhaltigen Entwicklung Vernachlässigung der planetaren Grenzen Vernachlässigung der globalen Verteilungsfrage Schwächung der Nachhaltigkeitsgouvernanz Green Economy in the context of sustainable development and poverty eradication! 20
