ECC Clearing-Information 2012-03-23 Nr. 9/2012 Erweiterung EEX Emission-Futures Produktpalette Sehr geehrte Damen und Herren, Die EEX wird ihre Produktpalette für Emission-Futures in zunächst zwei Schritten erweitern. Ab 26. März 2012 werden zusätzliche Fälligkeiten für EUA- und CER-Futures aktiviert. In einem weiteren Schritt wird neben den bereits existierenden Emissionsprodukten am CO 2 Terminmarkt der EEX der Handel in EU Aviation Allowances (EUAA) und Emission Reduction Units (ERU) am 30. April 2012 gestartet. Mit dieser Clearing-Information möchten wir Sie über die geplanten Erweiterungen, insbesondere das Produkt Setup, Margining und Lieferprozess sowie die Simulationsphase informieren. Produkt Setup Für folgende Produkte der CO 2 Produktpalette erhöht die EEX die Anzahl der handelbaren Fälligkeiten. Zukünftig sind Jahreskontrakte mit Fälligkeiten bis Dezember 2020 zum Handel am EEX Terminmarkt verfügbar. Kontrakt EUREX Produkt Code ECC Produkt Code EUA-Futures Mid Dec CER-Futures Mid Dec FEUA (Sekundärmarkt) F2CR EEX_FE_EUA_DMS (EEX_FT_EUA_DMS) EEX_FE_CER_DMS (EEX_FT_CER_DMS) Für EUA Primärmarkt Futures mit Fälligkeit Mitte Dezember (F2EA) wird der Kontrakt für das Jahr 2013 zusätzlich zum Handel aktiviert. Early Dec Futures (F2PE, FCER) sind letztmalig mit Fälligkeit Dezember 2012 handelbar. Als neue Produkte werden EUAA- und ERU-Futures mit jährlichen Fälligkeiten bis Dezember 2020 ab 30. April 2012 aktiviert und wie folgt in den Clearing Systemen der ECC aufgesetzt: Kontrakt EUREX Produkt Code ECC Produkt Code EUAA-Futures Mid Dec ERU-Futures Mid Dec FEAA FERU EEX_FE_EUAA_DMS (EEX_FT_EUAA_DMS) EEX_FE_ERU_DMS (EEX_FT_ERU_DMS) Die gehandelten Kontrakte werden direkt nach Geschäftsabschluss in das Clearing System der ECC (EUREX) übernommen und in die Standard Abwicklungsprozesse und das EUREX Reporting integriert. Für offene Positionen aus EEX Emission Futures wird an jedem ECC Geschäftstag Variation- Margin berechnet. Die dazu erforderlichen täglichen Abrechnungspreise werden von der EEX 1
bereitgestellt und bis spätestens 18:45 Uhr MEZ im EUREX Clearing-System der ECC veröffentlicht. Detaillierte Informationen zum Produkt Setup entnehmen Sie bitte dem dieser Information beigefügten Contract Details File und der ECC Clearing Spezifikation. Beides steht ab sofort ebenfalls auf der ECC Webseite zum Download zur Verfügung. Margining EEX Emission Futures werden in das Cross-Margining der ECC einbezogen. Vor Lieferung wird ein Scanning Risk für offene Positionen in EEX Emission Futures sowie Margin Credits für gegenläufige Positionen in EEX Emission Futures und allen anderen durch die ECC geclearten Produkte ermittelt. Nettingeffekte in diversifizierten Portfolien führen dadurch zu einer Senkung der Marginanforderung. Zum Verfall der Futures wird die ECC eine Margin zur Absicherung der Lieferrisiken ermitteln. Diese Delivery Margin wird im Standard-Reporting des EUREX-Systems unter der Margin-Klasse DMEM (Delivery Margin Emission) ausgewiesen. Außerdem sichert ECC das Preisänderungsrisiko resultierend aus nicht erfüllter Lieferung oder Zahlung über die Additional Margin auch nach Fälligkeit der Futures sowohl für Long- als auch für Short-Positionen ab. Diese Sicherheiten werden am Verfallstag im Standard-EUREX-Reporting unter der Margin-Klasse AMEM (Additional Margin Emission) aufgeführt und nach erfolgter finanzieller bzw. physischer Abwicklung wieder freigegeben. Die ECC publiziert die angewendeten Scanning Ranges und Margin Credits täglich im SPAN Parameterfile auf dem ECC FTP Server sowie der Website der ECC. Auf der Website der ECC sind zudem CSV-Files mit den Scanningranges und Margin Credits verfügbar. Lieferprozess Im Jahr 2012 findet letztmalig eine Emission Futures Lieferung Anfang Dezember für die Kontrakte F2PE und FCER statt. Alle anderen EEX Emission Futures Kontrakte sind mit jährlichem Verfall Mitte Dezember und einer Lieferung am zweiten ECC Geschäftstag nach dem Verfallstermin aufgesetzt. Generell gilt, dass Verkäufer ihre Lieferverpflichtungen am Liefertag bis spätestens 15:30 Uhr MEZ erfüllen müssen. Die Lieferung der Emissionszertifikate auf die Konten der Käufer erfolgt am Liefertag entsprechend ab 15:30 Uhr MEZ. Überträge von Zertifikaten auf Registerkonten der Teilnehmer können direkt im Anschluss an den Lieferprozess oder zu einem vom Teilnehmer festgelegten Auslieferungstermin durchgeführt werden. Simulation Die neuen und erweiterten Kontrakte stehen bereits in der EUREX Simulationsumgebung zur Verfügung. ECC unterstützt Sie bei der Erfassung von Testgeschäften. ECC Clearing-Information 2012-03-23 Nr. 9/2012 Expansion of the EEX Emission Futures Product Range Dear Sir or Madam, EEX will expand its product range for emission futures initially in two steps. From 26th March 2012, additional maturities for EUA and CER futures will be activated. In a further step, trading in EU Aviation Allowances (EUAA) and Emission Reduction Units (ERU) will be launched on 30th April 2012, in addition to the existing emission products on the CO 2 Derivatives Market of EEX. In this Clearing Information, we would like to provide information to you regarding the planned expansions and, in particular, the product set-up, margining and the delivery process as well as the simulation phase. Product setup EEX will increase the number of tradable maturities for the following products of the CO 2 product range. In the future, year contracts with maturities until December 2020 will be available for trading on the EEX Derivatives Market. Contract EUREX Product Code ECC Product Code EUA Futures Mid Dec CER Futures Mid Dec FEUA (secondary market) F2CR EEX_FE_EUA_DMS (EEX_FT_EUA_DMS) EEX_FE_CER_DMS (EEX_FT_CER_DMS) For primary market futures with maturity mid-december (F2EA) an additional contract for Dec13 will be activated for trading. Early Dec Futures (F2PE, FCER) will be tradable with maturity in December 2012 for the last time. After this, they will no longer be available for trading on EEX. EUAA and ERU futures with annual maturities until December 2020 will be available as new products from 30th April 2012 and will be provided in the ECC clearing systems as follows: Contract EUREX Product Code ECC Product Code EUAA Futures Mid Dec ERU Futures Mid Dec FEAA FERU EEX_FE_EUAA_DMS (EEX_FT_EUAA_DMS) EEX_FE_ERU_DMS (EEX_FT_ERU_DMS) The traded contracts are taken over into the ECC clearing system (EUREX) and integrated into the standard settlement processes and EUREX reporting immediately after the conclusion of the respective trade. 4
On every ECC business day, a Variation Margin is calculated for open positions from EEX Emission Futures. The daily settlement prices required to this end are provided by EEX and published in the EUREX clearing system of ECC by 18:45 CET, at the latest. Detailed information on the product setup is provided in the Contract Details File and in the ECC Clearing Specification attached to this Clearing Information. Both files are now also available for downloading on the ECC website. Margining EEX Emission Futures are included in ECC cross-margining. Before delivery a scanning risk is established for open positions in EEX Emission Futures and margin credits are established for opposite positions in EEX Emission Futures and all other products cleared by ECC. As a result, netting effects in diversified portfolios lead to a reduction in margin requirements. Upon expiry of the futures, ECC will establish a margin to cover the delivery risks. This Delivery Margin is shown in the standard reporting of the EUREX system under the margin class DMEM (Delivery Margin Emission). Moreover, ECC covers the risk of price changes resulting from deliveries or payments not effected via the Additional Margin both for long and short positions even after the futures maturity. These margins are listed under the margin class AMEM (Additional Margin Emission) under the standard EUREX reporting and they are released again once financial and/or physical settlement has taken place. ECC publishes the scanning ranges and margin credits applied in the SPAN parameter file on the ECC FTP server and on the ECC website on a daily basis. Moreover, CSV files with the scanning ranges and margin credits are available on the ECC website. Delivery process In 2012, an emission futures delivery will take place for the F2PE und FCER contracts for the last time at the beginning of December. All other EEX Emission Futures contracts are set up with annual expiry in mid-december and delivery on the second ECC business day after the expiry date. On principle, the rule applies that sellers have to fulfil their delivery obligations on the delivery day by 15:30 (CET) at the latest. Delivery of the emission allowances to the buyers accounts is effected accordingly from 15:30 (CET) on the delivery day. Certificates can then be transferred to trading participants registry accounts directly after the delivery process or at a delivery date specified by the trading participant concerned. Simulation The new and expanded contracts are already available within the EUREX simulation environment. ECC supports you in entering test transactions.
