4 Beispiel: ISCC als global akzeptiertes System 250 organisations have been involved in the development of ISCC. Today it is the 15,000 leading certification system with certificates issued. We are a trusted solution than3,000 for more companies in more than100 countries. More than 30 certification bodies are cooperating with us. Their 670 auditorsare 60 trained in trainings conducted by ISCC all over the world. Our association aims at 90 continuous improvement and counts more than members. ISCC conducts an intensive stakeholder dialoguewith 5 Technical Committees. 19 Nachhaltigkeitszertifizierung als Teil des Monitorings der Bioökonomie? Systemisches Monitoring der Bioökonomie (SYMOBIO) SYM O BIO Entwicklung wissenschaftlicher Grundlagen für ein systemisches Monitoring und für die Modellierung der Bioökonomie in Deutschland Berücksichtigung von Nachhaltigkeitsaspekten auf nationaler und internationaler Ebene U.a. Analyse der Nutzungsmöglichkeiten und Erweiterungsoptionen der Zertifizierung für ein Monitoring der Bioökonomie 19

20 Die Zertifizierung i.r.d. Biokraftstoffpolitik ist ein Erfolg. Bestehende Herausforderungen könnten adressiert werden Erfolge Anreize für erhebliche Verbesserungen und Investitionen in mehr Nachhaltigkeit und THG-Einsparungen geschaffen Nachhaltigkeitsstandards über die Vorgaben der RED hinaus wurden umgesetzt und in Drittländer exportiert Schutz von Wald und Biodiversität durch Kontrolle direkter Landnutzungsänderungen Ausdehnung über Biokraftstoffmärkte hinaus angestoßen Herausforderungen RED und RED II Verpflichtende Mindestvorgaben und nachweisliche Umsetzung durch alle Systeme Beibehaltung harmonisierter Vorgaben Praxis-Check vor Einführung neuer Vorgaben und Übergangsfristen 20

21 Eine Ausdehnung der Zertifizierung auf andere Bereiche sollte erfolgen. Die Einhaltung bestimmter Vorgaben dabei ist sinnvoll Die Nachhaltigkeitszertifizierung für Biokraftstoffe dient als Blaupause für andere Märkte, um Entwaldung und Verluste an Biodiversität zu bekämpfen und Standards einzuführen Bestimmte Vorgaben sollten eingehalten werden: Kernbestandteile eines Zertifizierungssystems: Starke Governance, Transparenz, Integritätsprogramm (Sanktionen) Keine Entwaldung, keine Kompensation, keine Änderung des cut-off dates Abdeckung auch von Umwelt- und Sozialstandards Möglichkeit der Freischaltung von Regionen (bspw. mit GRAS, cross-compliance) Klare Vorgaben bzgl. THG. Ggf. Anpassung der Methodik zur Berücksichtigung z.b. Fruchtfolgen, Kohlenstoffanreicherung, Lachgas, andere Endverwendungen Ohne gesetzliche Vorgaben oder starker Anreize wird es keine breite Umsetzung geben 21
